AN ORDINANCE SUBMITTING TO THE VOTERS OF THE WHOLE CITY OF
PADUCAH, KENTUCKY ON THE REGULAR ELECTION DAY ON NOVEMBER 3, 1961,
THE QUESTION AS TO WHETHER OR NOT THE FOLLOWING ENTITLED ORDINANCE
PERTAINING TO THE ISSUANCE OF $3,000,000 OF "SEWER SYSTEM REVENUE
BONDS OF 1961," SHALL GO INTO EFFECT: "AN ORDINANCE OF THE CITY OF
PADUCAH, KENTUCKY, REAFFIRMING DETERMINATIONS PREVIOUSLY MADE THAT A
PUBLIC PROJECT SHOULD BE UNDERTAKEN IN THE INTERESTS OF THE PUBLIC
HEALTH, SAFETY AND GENERAL WELFARE, CONSISTING OF THE CONSTRUCTION
AND INSTALLATION, WITH NECESSARY APPURTENANCES, OF FACILITIES FOR THE
PURPOSE OF RELIEVING THE PRESENTLY OVERLOADED COMBINED SANITARY AND
STORM WATER SEWERS IN ORDER THAT THE SA14E MAY FUNCTION PROPERLY IN
THE DRAINAGE OF POLLUTED SEWAGE WASTES DURING PERIODS OF HEAVY RAIN-
FALL, TOGETHER WITH EXTENSIONS, IMPROVEMENTS AND ADDITIONS TO THE
MUNICIPAL SANITARY SEWER SYSTEM FACILITIES IN AND FOR SAID CITY AND
ITS ENVIRONS; AUTHORIZING THE FINANCING THEREOF (TO THE EXTENT FUNDS
ARE NOT PROVIDED FROM OTHER SOURCES) THROUGH THE ISSUANCE BY SAID CITY
OF ITS $3,000,000 "SE,'TER SYSTEM REVENUE BONDS OF 1964" PAYABLE AS TO
PRINCIPAL AND INTEREST SOLELY FROM THE REVENUES OF SUCH SYSTEM;
PROVIDING FOR THE COLLECTION AND SEGREGATION OF THE INCOME AND
REVENUES OF SUCH SYSTEM, AND THE ALLOCATION AND DISTRIBUTION THEREOF
TO VARIOUS SPECIAL FUNDS HEREIN CREATED, IN ORDER TO PROVIDE FOR THE
ORDERLY PAYMENT OF SUCH PRINCIPAL AND INTEREST, THE COSTS OF OPERATION
AND MAINTENANCE, AND THE ASSUMULATION AND MAINTENANCE OF PROPER RESERVES:
PRESCRIBING CONDITIONS AND RESTRICTIONS PURSUANT TO WHICH ADDITIONAL
BONDS PAYABLE FROM SUCH REVENUES MAY BE ISSUED IN THE FUTURE FOR
EXTENSIONS, IMPROVEMENTS AND ADDITIONS TO SUCH SYSTEM; AND PROVIDING
FOR AN ADVERTISED, PUBLIC, COMPETITIVE SALE OF THE BONDS HEREIN
AUTHORIZED
WHEREAS on August 18, 1964, the Board of Commissioners of the
City of Paducah, Kentucky, adopted an ordinance entitled as above, and
WHEREAS said ordinance could not become effective until the
expiration of ten (10) days after its adoption, and
WHEREAS before the expiration of ten (10) days after the
adoption of said ordinance a petition signed by a number of voters
equal to at least 250 of the total number of votes cast for both
candidates for Mayor at the last preceding election for Mayor, stating
the residence of each signer and verified as to signatures and resi-
dences by affidavits of one or more persons, was presented to this
Board of Commissioners through its Clerk, protesting against the
passage of said ordinance, and requesting that this Board of Commissioners
either repeal said ordinance or submit the question of its passage to
the voters of the whole city at a regular election, and

WHEREAS by motion heretofore on this day adopted by the Board
of Commissioners of said City, it was ordered that said ordinance be
reconsidered and that if not repealed after such reconsideration, the
question as to whether or not said ordinance would go into effect
would be submitted by said Board to the voters of said city at the next
regular election, and
WHEREAS after reconsideration of said ordinance by said Board,
such ordinance has not been repealed, and
WHEREAS under the terms of the aforesaid KRS 89.600 it is the
duty of said Board to submit to the voters of said City the question as
to whether or not said ordinance shall go into effect.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF
THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. Pursuant to KRS 89.600 there is hereby submitted to
the voters of the whole City of Paducah, Kentucky, on the regular election
day on November 3, 1964, the question as to whether or not the ordinance
having the title quoted above, adopted by the Board of Commissioners of
said City on August 18, 1964, shall go into effect, and in that regard,
such question so submitted shall be in words and figures as follows
on the official ballot:
"SHALL THE ORDINANCE ADOPTED AUGUST 18, 1964, BY THE BOARD OF
COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY, AUTHORIZING
THE ISSUANCE AND SALE OF $3,000,000 (THREE MILLION DOLLARS
OF 'SEWER SYSTEM REVENUE BONDS OF 1964' TO PROVIDE FOR THE
RELIEVING OF OVERLOADED COMBINED SANITARY AND STORM WATER
SEWERS, AND EXTENSIONS, IMPROVEMENTS AND ADDITIONS TO THE
14UNICIPAL SANITARY SEWER SYSTEM, AND PAYABLE AS TO PRINCIPAL
AND INTEREST SOLELY FROM THE REVENUES OF SUCH SYSTEM, GO INTO
EFFECT?"
Opposite the question shall be printed "YES" and "NO"
with the proper space for placing the cross mark to indicate preference.
SECTION 2. The City Clerk shall cause a notice of the election
set forth in Section 1 hereof to be published in at least one (1) issue
of the Sun -Democrat not less than seven (7) days nor more than twenty-one
(21) days before the regular election to be held on November 3, 1964.
SECTION 3. The City Clerk shall certify this ordinance to
the Clerk of the McCracken County Court.

SECTION 4. This ordinance shall be in full force and effect
from'and after its adoption.
