A RESOLUTION APPROVING A CERTAIN REPORT MADE BY PADUCAH-McCRACKEN
DEVELOPMENT COUNCIL CONCERNING THE FUTURE OF HIGHER EDUCATION IN PADUCAH,
KENTUCKY AND VICINITY, AND ADOPTING THE FINDINGS THEREOF AS A POLICY OF THE
LEGISLATIVE BODY OF SAID CITY
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the Board of Commissioners of the City of
Paducah, Kentucky, does hereby approve a certain report made on
January 27, 1964 by Paducah -McCracken Development Council to the
Mayor and Commissioners as to the future of higher education in
Paducah and vicinity, and does hereby adopt the findings thereof
as a policy of the Legislative Body of said City, said report being
in words and firures as follows:
"January 27, 1964
"Hon. Mayor and Board of Commissioners
Paducah, Kentucky
Gentlemen:
"On November 27, 1962, the Board of Commissioners
by resolution; requested the Paducah -McCracken Develop-
ment Council, Inc., to make a study and to submit its
findings and recommendations concerning the future of
higher education in Paducah and vicinity. A very careful
and conscientious study has been made.
"Therefore, the Council herein reports as follows:
One of the prinicpal recommendations made in the Fantus
Report on the future development of Paducah was that
every effort be made to improve its facilities for
higher education. On November 27, 1962, the City
Commission passed a resolution requesting the Paducah -
McCracken Development Council to make 'its findings
and recommendations as to the route or routes by
which the desired objectives in respect to higher
education can best be obtained.'
The Development Council has explored all the alter-
natives which appear to exist and has reached the
following conclusions:
"A. There is very little hope of establishing
improved facilities for higher education except
through a tax supported institution. In the country
as a whole, private colleges and universities, except
those with very lame endowments, are steadily falling
behind the tax supported institutions in their ability
to pay adequate faculty salaries and to maintain reason-
able tuition levels. The expansion of higher education
facilities in recent years has been accomplished almost
entirely by tax supported institutions.
"B. The Development Council does not believe
that a conversion of Paducah Junior College into
a Community College operated and financed solely
by the University of Kentucky would meet the needs
of'higher education in this area. Our needs are
far beyond anything the University could be
expected to do in each of the growing number of
Community Colleges.
"C. The Development Council does not believe
that continuation of Paducah Junior College as a
completely independent institution financed by
McCracken County taxes and unpredictable direct
appropriations by the State Legislature can pro-
vide the expansion of facilities for higher education
which the area needs.

"D. The Development Council believes that the
best way to improve higher education in the area
will be by a combination of local and state tax
support and local and state control. The only
practical way to accomplish this objective is
to develop a relationship with the University
which will create an institution unique in
Kentucky but not unlike some in other states.
The hoped for results would include:
"1. Continuation of a degree of local control
of policy, particularly in respect to a
new expanded program of technical and
professional education.
112. Continuation of local tax support.
"3. Regular financial support from the State
through participation in the budget of the
University.
"4. Sufficient control by the University necessary
to ensure equality of instruction and inter-
changeability of credits for courses given
here and in Lexington.
"5. The addition of a collegiate based program of
technical courses geared to the needs of the
area and the state. Many courses of this
type are not now offered anywhere in Kentucky.
"6. A new name for the school which eliminates
the word 'Junior' and which would identify
the new expanded program of higher education
in Paducah.
