AN ORDINANCE ESTABLISHING PROCEDURES TO BE USED FOR GRIEVANCES
BY EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY
WHEREAS, the City Commission recognizes that from time to time
city employees may have grievances, disputes and complaints with their
working conditions, their superiors and with other employees; and
WHEREAS, the City Commission believes that it is desirable that
a formal grievance procedure be established so that the employees in-
volved will have a formal method of presenting their grievances,
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF
THE CITY OF PADUCAH, KENTUCKY: -
SECTION 1. Any employee of the City of Paducah may use the
procedure set forth in Section 2 of this ordinance whenever he has a
grievance arising• out of his employment with the City of Paducah. No
prejudice will be shown to any emplovee for having used this procedure.
SECTION 2. The following formal grievance procedure is hereby
established:
(a) The employee and/or his authorized representative shall
present his grievance, in writing, to his immediate supervisor. If
the matter is not satisfactorily settled within one working day the
grievance shall move to the second step.
(b) Second Step. The employee and/or his authorized representative
shall present the grievance, in writing, to his Department Head. If -the
matter is not satisfactorily settled within three (3) working days the
grievance shall move to the third step.
(c) Third Step. The emplovee and/or his authorized representative
shall present the grievance, in writing to the City Manager. If the
matter is not satisfactorily settled within one week the grievance shall
move to the fourth step.
(d) Fourth Step. The employee shall be entitled to a private
hearing before the City Commission on the matter set forth in the
written grievance. The action taken by the City Commission shall be
final.
SECTION 3. Nothing contained in this ordinance shall be construed to
amend, repeal or contravene any ordinances or laws relating to rights and
privileges of civil service employees of the City.
SECTION 4. This ordinance shall be in full force and effect
from and after its adoption.
