A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH,
KENTUCKY, AUTHORIZING THE URBAN RENEWAL AND COMMUNITY DEVELOPMENT AGENCY
OF SAID CITY TO ACQUIRE CERTAIN PROPERTY IN THE DOWNTOWN CIVIC CENTER
PROJECT, KY. R-30, AND DETERMINING THE DESIRABILITY OF OBTAINING FEDERAL
FINANCIAL ASSISTANCE
WHEREAS, On February 27, 1962, the Board of Commissioners of the
City of Paducah, Kentucky, hereinafter called Commission, adopted a
Resolution approving a request to the Housing and Home Finance Adminis-
trator by the Urban Renewal and Community Development Agency of the City
of Paducah, hereinafter called LPA, for approval of the undertaking of
an urban renewal project known as the Downtown Civic Center Project in
the City of Paducah, Kentucky, and
WHEREAS, on May 22, 1962, the Housing and Home Finance Agency by
letter certified the availability of Federal funds pursuant to Section
101 (c) of the National Housing Act of 1949, said Capital Grant in the
amount of $891,755.00 (a copy of which letter of certification is annexed
hereto and designated Exhibit A), and
WHEREAS, on June 25, 1962,the LPA entered into a Contract for
Planning Advance for the planning of said urban renewal project, and
HWEREAS, on July 16, 1962, the LPA adopted a Resolution requesting hi
the Houring and Home Finance Agency for consent to acquire certain land
within the project area during the project planning stage which property
is generally described as that block bounded on the north by Washington
Street, on the east by Fourth Street, on the south by Clark Street, and
on the west by Fifth Street in the City of Paducah, Kentucky, and
HWEREAS, said LPA seeks approval by this Commission of their request
for early land acquisition therein and further desires assurance of the
availability of funds to acquire said property during the project planning
stage, and
WHEREAS, the City of Paducah intends to subsequently purchase the
aforedescribed property at a fair and reasonable price for the purpose of
constructing a new City Hall upon said site, and
KHEREAS, the estimated costs of such early land acquisition, demoli-
tion, and relocation payments have been determined and it has further been
determined that such early acquisition for a City Hall site will reduce
the total project cost thereby making said project more feasible economi-
cally, and
WHEREAS, Chapter 99 of the Kentucky Revised Statutes permits the
acquisition of land by the LPA during the project planning stage
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
CITY OF PADUCAH, KENTUCKY:

SECTION 1. Toe LPA is hereby authorized to acquire by eminent domain,
purchase, gift, grant, devise or otherwise, the aforedescribed real pro-
perty in the Downtown Civic Center Urban Renewal Project, Ky. R-30, with-
out regard to the conditions, restrictions, or provisions set forth in
KRS 99.370, or any other Section of KRS Chapter 99.
SECTION 2. This Commission hereby finds that it is desirable and
feasible to obtain Federal assistance authorized by Section 403 of the
Housing Act of 1969 in acquiring such property and that it is desirable
and feasible to sell, grant, and convey said property which by Resolution
of July 16, 1962, the LPA has consented to do pursuant to the rules and
regulations of the Housing and Home Finance Agency.
SECTION 3. That the request of the LPA for Consent for Early Land
Acquisition of the above property, for demolition of existing improve-
ments thereon, and for relocation payments to the residents in the project
area is hereby ratified, confirmed and approved.
SECTION 4. The estimated cost of such early acquisition is as
follows:
Cost of land plus 10% assembly factor $ 166,045.00
Demolition 1$,060.00
Relocation 4,730.00
Administration, operation and
Contingencies 24,985.00
Total Early Acquisition Costs $ 213,820.00

SECTION 5. That this Commission intends to make available to the
LPA the aforesaid sum for such early acquisition by the adoption of an
ordinance appropriating said funds for the purpose herein set out, which
shall be repaid to the City of Paducah by the LPA immediately after Loan
and Grant Contract is executed for all project activities and Federal
loan funds are available to this program.
SECTION 6. "hat the City of Paducah will purchase the aforesaid
property for the construction of a new City Hall from the LPA at such
time and in such manner as the Houring and Home Finance Agency regula-
tions permit disposal thereof by the LPA.
SECTION 7. For the purposes herein set out the Commission hereby
requests the Housing and Home Finance Agency to approve early land
acquisition, demolition of existing improvements, and relocation payments
to residents in the described property located within the Downtown Civic
Center Project, Ky. R-30, by the LPA.
SECTION 8. This Resolution shall be in full force and effect from
and after its adoption. Q
