A RESOLUTION AUTHORIZING AND DIRECTING AN ORDER CONCERNING
THE MEMBERS OF THE POLICE DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY

AND OTHER EMPLOYEES.
WHEREAS, by ordinance passed by the Board of Commissioners on Tuesday,
January 16, 1962, the Office of Director of Public Safety was created, and
1'1HEREAS, the Board of Commissioners has received information that
certain members of the Police Department are being pressured into circulating �I
a petition seeking a referendum on said ordinance, now therefore be it resolvedil
by the Board of Commissioners of the City of Paducah, Kentucky.
Section 1. That in order to relieve the members of the Police
Department from such pressure, this Board does now order that all members
of the Police Department immediately cease circulating such petitions and
that they not do so as to said ordinance in the future as long as they remain
employees of the City of Paducah, Kentucky in the Police Department. Any
members of the Police Department who shall have such
petitions in their i
possession, shall immediately destroy them. The Chief of Police is ordered i
to immediately transmit this order to each member of the Police Department.
Any member of the Police Department who has information of a violation of this
order after it becomes effective, shall immediately report said information

to the Chief of Police, who shall immediately report all such violations to
the Board of Commissioners. A failure of any member of the Police Department,
or the Chief of Police, to report such information shall be a violation of
this order.
Any member of the Police Department violating this order may be
proceeded against for insubordination.
As the Board of Commissioners has no information of any employee other
than those in the Police Department, being coerced into circulating such
petition, this order does not affect other employees. However, it is declared jI
the policy of this Board that all employees so long as they remain employees
shall adhere to the established policies of this Board.
Nothing in this order shall prevent any or all employees meeting with
this Board, either in open session of in conference and presenting either
written or oral grievances to this Board, and presenting to this Board their j
ideas, either in writing or orally, any changes of policy which said employees
think should be made.
Section 2. This resolution shall be in full force and effect from and
after its adoption.
