HomeMy WebLinkAboutOrdinances Book 14, Page 301, No Resolution Number30 A RESOLUTIOU REQUESTI:'G THE CITY I.IANAGER TO ADVERTISE FOR BIDS FOR THE PURCIiASE Or ONE (1) NEVI FOUR (4) CUBIC YARD 1 -MOR PICK-UP S,'1EEPER FOR USE IN THE DEPARTNE14T OF PUBLIC ,•Ioam, AND PRESCRIBING THE CONDITIONS UPON -WHICH SUCH PURCHASE SHALL BE idADE BE IT RESOLVED BY THE BOARD OF COP11ISSIONERS OF THE CITY OF PADUCAH, IEUTUCKY: SECTION 1. That the City Manager be, and he is hereby authorized and directed to advertise for bids for the sale to the City of One (1) new four (4) cubic yard motor pick-up sweeper for use in the Department of Public Jorks, having the following specifications: GENERAL. The sweeper shall be of the three wheel design to give maximum maneuverability in sweeping around obstructions, have a minimum carrying capacity of 1 cubic yards so that the ma-ximum curb miles of streets may be swept between dumping, have power steering for easy, maneuvering, sweep at least an b` foot swath, be self pro- pelled, and of a design that will permit easy proper cleaning. EI?GI-m The sweeper is to be powered by a heavy duty industrial type, water cooled engine of at least six cylinders and having no less than 264 cubic inches of displacement and a brake horsepower rating of 122 horsepower at governed engine speed. This engine to provide adequate power to do heavy sweeping. AUW'ILIARY DRIVES. 'Jain Broom, Side Broom and Conveyors shall all have their own drive so that the brooms or conveyor do not stop when declutching to shift gears or when coasting. Also separate drives will permit the correct broom speeds for good sweeping of heavy dirt when the sweeper must go very slow or when maneuvering around parked cars or other obstacles. BROOi•iS. ;lain Broom - Rotary main pick-up broom shall not be less than 6891 long and 361, in diameter and shall have a formed sheet steel core to properly hold sweeping fibres. Control to maintain correct and constant broom sweeping pressure between street and broom shall be made from the cab so that the operator at all times, without getting out of his cab, can maintain the correct broom pressure for all sweeping conditions. blain Broom drive shain shall run in a dust tight, totally enclosed, housing which shall have provisions for an oil bath for chain to run through. SIDE Broom - Rotary digging type 3611 diameter side broom located on right hand side behind the front wheel in full view of operator and so that the distance between the side broom and the main broom is kept to a minimum and so that no center dirt deflector board need to extend forward of the front hopper. Side broom also to have 302 flexible movement rearward, sideward and upward so that broom will adjust itself to the various slopes .of the street and gutter. Control of broom pressure made from cab and hydraulic system so designed as to maintain constant pressure between broom and street regardless of level of surface being swept. TRANSIZSSION. Heavy-duty type, having four (4) forward speeds and one (1) reverse. CONVEYOR. Endless multiple -ply fabric reinforced rubber conveyor belt with molded on cleats that will reduce the chances of jamming the conveyor when picking up tin cans, sticks, boards, bricks and etc. Belt to carry a one year guarantee. DIRT HOPPER. To be not less than 4 cubic yards in capacity and to be so desighed as to dump directly on the street a nice neat compact pile for rehandling. All dumping controls made hydraulically from cab. SPRAY SYSTEM. Spray nozzles for side broom are to be located so as to spray direct on dirt thrown by the side broom tp main broom so as to reduce dusting as much as possible. Spray nozzles for main broom to be located at rear of hopper again to minimuze dusting. Amount of spray to be controllable from cab by operator. Water tank to have at least 275 gallon capacity and water tank guage to be a dial type instrument and electric actuated. CAE. To be constructed heavy guage steel, of welded con- struction, with shatter=proof glass windshield. All windows set in rubber. Cab to be equipped with dual electric windshield wipers and side curtains. BRAIDJS. Heavy duty, industrial type brakes in the drive wheels shall be .fully enclosed and shielded to keep out the entrance of dirt and water. TIRES. Drive wheels 11:00 ;c 20, 12 -ply pneumatic tires. Guide wheel, 10:00 x 20, 12 -ply pneumatic tire. CUNTROLS. I%iounted on single control panel, including water spray control valve, tachometer, speedometer, and engine hour meter. EQUIPPED TITH. Clearance lights; defrost fan; directional signals, rear view mirrors, heater and flasher li-ghts. Colors and lettering to be specified. Instruction manual and parts manual to be delivered with the machine. 303 State percentage of discount on all spare parts. Each bidder is to state the amount he will accept in cash for the purchase price of such sweeper, and also the amount of such purchase price to be allowed by accepting as trade-in of one (1) Austin 7.estern sweeper. Each bidder shall state the length of time required for delivery after a purchase contract is awarded, and shall give .full information as to guarantees. SECTION 2. The City I-IanaLer shall advertise for bids by a notice posted at the City Pall door and by inserting notice of the -request for bids in the Sun Democrat to be published once a week for three consecutive weeks, All 'bids shall be sealed and no bid shall be received after the hour fixed in the notice for the opening of same. All bids received up to the time fixed in the notice for the opening of same shall be filed with the Board of Commissioners who may let a contract to the lowest and best bidder. The Board reserves the right to reject any and all bids and the city shall not become obligated to purchase such equipment until the adoption of an ordinance authorizing the execution of a purchase contract. SECTION 3.
