CIVIL SERVICE ORDINANCE", 11711ICH '•IAS ADOPTED BY THE BOARD OF COMPIISSIONERS ON DECEMBER 2, 1947, AND AMENDED ON MARCH 16, 1957, OCTOBER 26, 1957, NOVEMBER 5, 1958, NOVEMBER 25, 1958, February 10, 1959 AND JUNE $,'1959 BE IT ORDAINED BY THE BOARD OF C01494ISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Sections 7, 7-A, 8-A, 8-B, 8-C, 8-D and 9 of the "Appointive Employees} Civil Seririce Ordinance", which was adopted by the Board of Commissioners on December 2, 19473 and amended on March 16, 1957, October 26, 1957, November 5, 1958, November 25, 1958, February 10, 1959 and June 8, 1959 be, and the same are hereby amended and reordained so that said sections as amended and ti reordained shall read as follows: "SECTION 7. There is hereby created and authorized the following positions in the Department of Finance; and the salary of each position, provided the amount of such salary is not changed under any apportion- ment ordinance hereafter adopted shall be as follows: Position Salary Per Month Finance Director, Head of Department (To be known also as City Treasurer) i?425,00 Assistant Treasurer 350.00 Auditor 310.00 Bookkeeping Machine Operator (formerly Bookkeeper) 265.00 Senior Clerk (formerly Deputy Treasurer) 250.00 Clerk -Stenographer 240.00 Iiachine ODerator 240,00 Clerk -typist No. 1 (1 position) 230..00 Clerk -typist No. 2 (1 position) 230.00 License Inspector 325.00 The Clerk -typist No. 2 shall b.e paid at the rate of 6200.00 per month for the first six months; and at the expiration of six months ,210.00 per month; and at the expiration of another six months '220.00 per month; and at the expiration of another six months ,.1230.00 per month:; such increases to be made upon recommendation of the City 1 -tanager. ' I?SECTIOII 7-A. There is hereby created and authorized the following positions in the Office of the City Assessor, which office was formerly S' in the Department of Finance, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Salary Per ionth Chief Assessor, Bead of Department :;425.00 Assessor 320.00 Clerk -typist 230.00 Evaluation Clerk 250.00 The Clerk -typist shall be paid at the rate of .:;200.00 per month for the first six months; and at the expiration of six months •,.210.00 per month; at the expiration of another si;c months :,.220.00 per month; and at the expiration of another six months ;230.00 per month; such increases to be made upon recommendation of the City IEanager. The Evaluation Clerk shall be paid at the rate of .,240.00 per month for the first six months; at the expiration of six months •,"245.00 per month; and at the expiration of another six months ;250.00 per month; such increases to be made upon recommendation of the City Idanager. There is hereby authorized and created the following positions in the Public !9orks Department, heretofore known as the Street Department, and the salaries of each position, provided the amount of such salary is not changed under any apportionment �Z ordinance hereafter adopted shall be as follows: Position Salary Per month This department shall be under the direction and supervision of the Director of Public Works and Assistant Directnn'of Public !'forks, non -civil service positions which have heretofore been created by separate ordinance. Chief Foreman of Streets & Sewers (Formerly Assistant Superintendent of Streets and sewers ?350.00 Foreman 0 positions) 325.00 Clerk -typist 230.00 91_5 142 c� ' The Clerk=typist shall be paid at the -rate of }200.00 per month for the first six months; at the expiration of six months ;210.00 per month; and at the expiration of another six months x220.00 per month; and at the expiration of another six moAths 1.;230.00 per month; such increases to be made upon recommendation of the City lianager. Mechanic Helper (1 position) 1,55 Refuse (Sanitary) Division This division shall be under the direction o_" the above mentioned Director of Public Works and Assistant Director of Public :'Jor'•cs, Equipment Operator 1.68 "SECTIO:! 8-0. There is hereby authorized and created the following positions in the Cemetery Department and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted shall be as follows: Position Hourlv Rate This department shall be under the direction and supervision of the Cemetery Superintendent, a non -civil service position which has heretofore been created by separate ordinance and which is not included in this ordinance Laborers (3 positions) ,11.35 Laborers shall be paid at the rate of .y1.21 per hour for the first six months of employment and }1.35 per hour thereafter. Such G increases to be made upon recommendation of the City Manager. j "SECTION 8-➢ Sub -Section 1. There is hereby authorized and created the following positions in the Floodwall Department, and the salary of each position, provided the amount of such salary is not changed under any apportionment- ordinance hereafter adopted, shall be as follows: Hourly Rate Sewer maintenance men (8 positions) X1.61 Equipment Operator (5 positions) 1.68 Street Repairmen_ (7 positions) 1.49 Truck Driver (10 positions) 1.43 Laborer (7 positions) 1.36 Laborers shall be paid at the rate of ,.1.20? per hour for the first six months of their employment and %?"1.36 per hour thereafter, such increases to be made upon recommendation of the City 1danager. Chief Iechanic ?1.76 Auto Repairman (3 positions) 1.68 Mechanic Helper (1 position) 1,55 Refuse (Sanitary) Division This division shall be under the direction o_" the above mentioned Director of Public Works and Assistant Director of Public :'Jor'•cs, Equipment Operator 1.68 "SECTIO:! 8-0. Such increases to be made upon recommendation 143 of the City I•Tanager. The Floodwall Foreman shall be paid at the rate of •,025.00 per month for the first six months of employment and, upon recommendation �I of the City Manager, at the expiration of such six month period, such salary shall be •035.00 per month, The Floodwall Maintenance Men shall be paid at the rate of •,f270,00 per month for the first six months of employment; at the expiration of si;, months •:2$0.00 per month; and at the expiration of another six months ?290,00 per month, such increases to be made upon recommendation of the City I•Ianager, Sub -Section 2. There is hereby authorized and created the i; following positions in the Sewage Disposal Department, and the salary of each position, Provided the amount of such salary is not changed under any apportionment ordinance, hereafter adopted, shall be as follows: Position Chief Operator Maintenance i:an i•ionthly Salary •;335.00 320.00 Operator (3 positions) 290.00 The Chief Operator shall be paid at the rate of }325,00 _per month for the first six months of employment, and at the e-;piration of such period, upon recommendation of the City Pianager, the salary shall be raised to D35.00 per month. The I•Iaintenance Man shall be paid at the rate of .;6310,00 per month for the first six months of employment, and at the e•;piration of such period, upon recommendation of the '•City rlanager, the salary shall be raised to ,?320.00 per month. ' The Operators shall be paid at the rate of .1270.00 per month for the first six months of employment; at the expiration of six months, ?280.00 per month; and at the expiration of another six months •,"1290.00 per month, such increases to be made upon recommendation of the City I Tanager. yl, a 144 The Sewage Disposal Department shall be under the management and control of the Floodwall Superintendent, and the employees of the Floodwall Department, at his direction, may be assigned to work in the Sewage Disposal Department, and the employees of the Sewage Disposal Department, at his direction, may be assigned to work in the Floodwall Department, but any of such employees so assigned shall keep and maintain their civil service rights under the department to which they were originally assigned. "SECTION 9. There is hereby authorized and created the following positions not assigned to any department of the City of Paducah, but directly under the supervision of the City Manager, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted shall be as follows: Position City Clerk Secretary to City Manager and iiayor Social Worker ;Taint enanc e Chief of Maintenance Division Maintenance Men (2 positions) Maintenance Helper (2 positions) Inspections 3uilding er Electrical Inspector Clerk -typist Monthly Salary ..;321.00 260.00 3'70.00 265.00 245.00 405.00 220.00 The Secretary to the Mayor and City Manager shall be paid at the rate of �'e240.00 ner month for the first six months of employment; ;250.00 per month for the next twelvemonths of employment and s?260.00 per month thereafter. Such increases to be made upon recommendation of the City Tanager. Clerk -typist under this section shall be paid at the rate of 200.00 per month for the first six months of employment, •.;:210.00 per month for the next six months and :220.00 per month thereafter upon recommendation of -the City Manager. The Building & Electrical Inspector shall perform the duties formerly performed by the Building Inspector and the Electrical Inspector, and said Building L Electrical Inspector shall be under the direct supervision or the City Manager." SECTIOI? 2. All ordinances and parts of ordinances in conflict 145 herewith are, to the extent of such conflict, hereby repealed. SECTION 3.
