PROFESSIONAL ENGINEERING SERVICES FOR THE PLANNING OF A SEWER SYSTEM OR
SYSTEMS TO SERVE THE AREAS RECENTLY ANNEXED TO THE CITY OF PADUCAH AND
THE AREAS CURRENTLY PROPOSED FOR ANNEXATION; AUTHORIZING THE CITY MANAGER
TO EXECUTE A CONTRACT OR AGREEMENT FOR SUCH SERVICES AND DECLARING AN
EMERGENCY TO EXIST
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH,
KENTUCKY:
SECTION 1. That the firm of Burns and McDonnell Engineering Company,'
Cdnsulting Engineers, of Kansas City, Missouri shall be employed in
connection with professional engineering services for the planning of a
sewer system or systems to serve the areas recently annexed to the City
of Paducah and the areas currently proposed for annexation and that the
City Manager be and he is hereby authorized to execute and deliver on
behalf of the City of Paducah, Kentucky an agreement and contract of
employment of the said firm in words and figures as follows:

Subject: Proposal for Professional
Engineering Services
Gentlemen:
Ile are resubmitting, herein, our ]Letter Contract to conform to the require-
ments set forth in your letter of June 29, 1959.
Working in conjunction with the City Ifanager and City Engineer, we pro-
pose to furnish the professional engineering services necessary to prepare
a report setting forth the sewer requirements for the recently annexed
areas and those areas proposed for annexation.
Consideration shall be given to but not limited to the following:
(a) A study of the capacities and deficiencies of the existing sewer
system adjacent to the new areas in order to determine which
portion can be best utilized.
(b) A determination of the present and future requirements of a
system to serve the new areas.
(c) Prepare plats to show thb locations and sizes of trunk mains,
laterals, approximate number of house connections, and approxi-
mate grade and elevation for each line.

(d) Prepare detailed estimates of cost for the improvements recom-
mended.
(e) Prepare an economic analysis of the operation of the sewer system.
This analysis to include estimated revenues derived from the sewer
usage charge, operating expenses, and estimated debt service on
revenue bonds which will be issued to finance the improvements.
This information shall be developed on an annual basis for a twenty
year period, and shall be in sufficient detail to be included in an
"Official Statement" which will be prepared by your fiscal agents
at the time the bonds are offered for sale.
(f) To furnish twenty (20) copies of the completed report at the time
the presentation is made.
The Engineers agree that all services shall be rendered by engineering
personnel qualified for the particular work, and all such services so
rendered shall be under the direction of a professional engineer licensed
to practice in the State of Kentucky. The Engineers further agree to obtain
the approval of the State Board of Health for the proposed plan of improve-
ments.
If this proposal is accepted, the Engineers agree to begin work within ten
(10) days after notification.
In consideration for these services, Burns & McDonnell Engineering Companyrs
compensation shall be a lump sum fee of Three thousand Five Hundeed
Dollars W0,500.00) due and payable upon presentation of the completed
report to the City.
We hope that the City will act favorably on this proposal and that we will
have the pleasure of working with you on this report.

SECTION 2. This ordinance shall be introduced at a regular meeting pf
the Board of Commissioners and remain on file for at least one week for
public inspection in the completed form in which it shall be put upon its
final passage, but because of the need for such sewer systems being planned
and constructed as soon as possible for the health and safety of the citizens)
of the City, an emergency is hereby declared to exist and this ordinance shall
be in full force and effect from and after it final adoption/ II�
