PLACING OFFICES AND POSITIONS OF TRUST OR EMPLOYI•IEHT IN THE SERVICE OF THE CITY OF
PADUCAH, KENTUCKY, UNDER CIVIL SERVICE RULES AND REGULATIONS PURSUANT TO THE
PROVISIONS OF KMS 90.300 TO 90.990; PROVIDING FOR THE APPOINTMENT OF A BOARD OF
CIVIL SERVICE CUMU-IISSIONERS, FIXING AND PRESCRIBING TIIE QUALIFICATIONS, TER1.13
OF OFFICE, POWERS AND DUTIES OF SAID C0124ISSIONERS; PRESCRIBING THE RULES BY WHICH
THE BOARD OF CIVIL SERVICE COT11ISSIONERS SHALL BE GOVERNED IN THE GIVING OF
EMKINATIONS TO APPLICANTS FOR EMPLOYMENT; FIXING THE NUTMER, CLASSIFICATION AND
SALARIES OF ALL EMPLOYEES IN EACH DEPARTMENT WHO SHALL BE AFFECTED BY THE CIVIL
SERVICE RULES AND REGULATIONS GOVERNING THE CONDUCT OF ALL EMPLOYEES AFFECTED
THEREBY AND THE CAUSES FOR WHICIi ANY EMPLOYEE MAY BE REPRIMANDED, SUSPENDED,
DISMISSED OR REMOVED FRO14 EI.IPLODIENT BY THE CITY; PROVIDING FOR AND ESTABLISHING
A RETIREMIT SYSTEM AND THE CREATION AND MAINTENANCE OF A PENSION FUND FOR.
APPOINTIVE EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY, AND AUTHORIZING THE LEVY OF
A TAX AND THE ASSESSMENT OF B14PLOYEES FOR THE CREATION AND MAINTENANCE OF SAID
FUND; PROVIDING FOR THE APPOTNT1-1ENT OF A BOARD OF TRUSTEES TO ADMINISTER SAID
FUND; FIXING AND PRESCRIBING THE QUALIFICATIONS TERNS OF OFFICE, POWERS AND
DUTIES OF SAID BOARD OF TRUSTEES; PRESCRIBING TAE RULES AND REGULATIONS BY
IIHICH SAID BOARD OF TRUSTEES AND ALL APPOINTIVE EMPLOYEES SHALL BE GOVERNED IaiITH
REFERENCE TO THE GRANTING AND ALLOWANCE OF PENSIONS AND OTHER BENEFITS AND
PROVIDING A SEPARABILITY CLAUSEH, WHICH WAS ADOPTED BY THE BOARD OF coiaaSSIONERS
ON DECEPdVER 2, 1947 AND ATMNDED ON AUGUST 8, 1950, AND ON AUGUST 5, 1952.
BE IT ORDAINED BY THE BOARD OF COI.25ISSIONERS OF THE CITY OF PADUCAH,
KENTUCKY:
SECTION 1_ That Sections 4 and 9 of an ordinance containing the title quoted
above, which was adopted by the Board of Commissioners on December 2, 1947 and
amended on August 5, 1950 and August 5, 1952, be and the same are hereby amended
and reordained, so that said sections as amended and reordained shall read as
f ollows:
"SECTION 4. It shall be the duty of the Commission to prescribe and propound
such examinations as may be deemed proper, commensurate with the vacant positions
within the various departments of said City, according to the classifications pre-
scribed by this ordinance, or which may be hereafter prescribed, and they shall
give notice of such examination, fix the time thereof and conduct the same in the
manner provided by the aforesaid statutes.
(b) No person shall be eligible for employment by the city, nor shall be
permitted to take any examination held by the Commission_ if he is under twenty-one
years of age or is over forty-five years of age, or if he is unable to read and
write -and understand the English language. I?o person shall be eligible for employ-
nient in the Finance Department, the Engineering Department or the Law Department

who has not had a high school education. Except in case of emergency and in the
manner as provided in YRS 90.300 to 90.990 when such emergency arises, all appoint-
ments to :fill vacancies in the various positions provided under this ordinance,
or the appointments to any new position created by ordinance, shall be made by
the Cit;•?-anagev?s selection of one of the three holding the highest averages in the
class a_id ;;rado certified to him by the Commission.
(c) Appointments shall be made only by the selection of one of the three
holding the highest averages in the particular class and grade vfnerein a vacancy
exists. Ito person taking such examination shall be eligible for appointment unless
he has made a grade of at least 75j, provided, however, that upon unanimous certifi-
cation.by the Board of Civil Service Commissioners and the approval of the City
i=anager, a person may be certified as eligible for appointment i•rhose grade on such
examination iv less than 75% but not less than 60;x.
"SECTIOI: 9 There is hereby authorized the following positions not assigned

SECTIOF 2. All ordinances and parts of ordinances in conflict herewith
are, to the extent of such conflict hereby repealed.
SEC^1IO1: 3. This ordinance shall be in full force and effect from and after
its adoption.
