THE UNITED STATE -3 APPROVED OCTOBER 31, 1949, AND AUTHORIZING STUART JOHNSTON,
THE MAYOR, TO EXECUTE SAID APPLICAT=Oid Oki LEHALF OF THE CITY OF PADUCAH.
WHEREAS, the City of Paducah, herein called the "applicant" after
thorough consideration of the various aspects of the problem and study of
available data has hereby determined that the construction of certain public
works, generally ;:escribed as an addition to the City of Paducah k+iunicipal
Hospital, known as the Riverside Hospital, said addition to be a three-
story rectangular buildinS of sufficient size to provide 36 additional
hospital beds and to include also space sufficient for 50 additional poten-
tial beds, Maieh for the present will be used as a nurses home, is desirable,
and in the public interest and to that end it is necessary that action pre-
limirnary to the construction of said works be taken immediately; and
MIEREAS, under the terms of Public Law 352, 81th Congress, approved
October 13, 1949, the United States of America has authorized the making
� of advances to public bodies to aid in defraying the cost of architectural,
engineering, and economic investigations and studies, surveys, designs, plans,

working drawings, specifications, procedures, and other action preliminary
I to the construction of public works (exclusive of housing; and
11HEREAS, the applicant has examined and duly considered such act and
the applicant considers it to be in the public interest and to its benefit
to file an application under said act and to authorize other action in con-
nection therewith;
NOW IMEREFORE, BE IT RESOLVED BY THE BOARD OF COk. MI,3SIONERS OF THE
CITY OF PADUCAH, ILEINT7CKY, THE GOVERNING t ODY OF SAID APPLICANT, AS FOL•LO:1S:

SECTION 1. That the construction of said public works is essential
to and is to the best interests of the applicant, and to the end that such
public works may re provided as promptly as practicable it is desirable that
action preliminary to the construction thereof be undertaken immediately.
SECTION 2. That Stuart Johnston, Mayor of the City of Paducah, is
hereby authorized to file in behalf of the applicant an application (in
form required by the United States and in conformity with said act) for an
advance in the sum of ;;36,624.00 to be made by the United States to the applicant
to aid in defraying the planning cost preliminary to the construction of such
public works, which shall consist generally of an addition to the existing city
owned hospital in Paducah, Kentucky, the same to be a three story rectangular
building, of concrete frame, and concrete floor slabs and the roof to be framed of
j concrete. The exterior walls to be of brick backed up with clay tile and the

partitions to be clay Mile with plaster vi tile finishes

as required by the several rooms. Terrazo base and borders for the floors
to be used throughout with the field of the floors of asphalt or rubber
file. All areas subject to excessive moisture or where maximum sanitation
is required to have the floors entirely of torrazo.

The roof to be a twenty year bonded r%:of, applied over an insulated
concrete slab. One new elevator to be added.
It is anticipated that the existing heating plant can be modified by
the addition of either more sections to the present steam boilers or an entirely
neer boiler, to accomodate the proposed addition.
All required utilities are available at the site.
The grounds upon which the addition is to be built are owned by
the City of Paducah and are immediately adjacent to permanent surfaced
public streets.
The proposed construction anticipates the addition of 36 adult beds
for hospital use. These to be properly correlated with the existing
facilities in the building, and to be complete with nursesT stations,
diet kitchels, all necessary plumbing, etc.
It is further anticipated that room capacity for an additional 50
beds is to be built, these rooms to be based on semi -private two bed
occupancy. These last names rooms to be designed for hospital use but
to be used for the present as a lhtrses Home. All required plumbing, for
the future installations of the nursesT stations, diet kitchens, etc., to
be "roughed in", but the actual equipment for these facilities will not
be installed until such time as these rooms are converted into hospital
use. This conversion will therefore involve merely the installation of
mechanical equipment and the removal of the partition which separates the
nurses home from the hos_oital.
It is estimated that each bed will require 7,000 cubic feet of con-
struction, which includes corridors, baths and lavatories, nursesT stations,
diet kitchens, etc., to properly service the various rooms.
Based pa recent bids for similar construction in the area concerned,
it appears that the cost per cubic foot for that portion of the building to
be used as a hospital will approximately be .-1.50 and the cost for that
portion of the building to be used as a nurses? Iiome (due to the elimination
of mechanical equipment) will be approximately ;?1.10 per cubic foot. These
cost estimates tabulate as follows;
Hospital beds, 36, estimated 7,000 cubic feet per bed
at ;1.50 per cubic foot . . . . . . . . . . . . . . . .;:378,000.00
Nurses Home beds, 50, estimated 17,000 cubic foot per
bed at ;1.10 per cubic foot ........................... 385,000.00
Total estimated cost of proposed improvement .......... 763,000.00

SECTION S. That if such advance be made the applicant shall pro-
vide or make necessary arrangements to provide such funds, in addition to
the advance, as may be required to defray the cost of such action prelimi-
nary to the construction of the public works;
SECTION 4. The said representative is hereby authorized to furnish
such information and take such other action as may be necessary to enable
the applicant to Qualify for the advance;
SECTION 5. That the officer desiSnated in the preceding paragraph
is hereby designated as the authorized representative of the applicant for
the purpose of furnishing to the United States such information, data, and
documents pertaining to the application for an advance as may be required;
and otherwise to act as the authorized representative of the applicant in
connection with this application.
SECTION 6. That certified copies of this resolution be included
as part of the application for an advance to be submitted to the United
States.
SECT -OP: 7. This resolution shall be in full force and effect from
and after its adoption.
