HomeMy WebLinkAboutOrdinances Book 12, Page 72, No Resolution Number72 V A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE BY THE CI Tf OF PADUCAH OF 13,182 BOARD FOOT OF SEASONED AND TREATED LUMBER, THE SAME TO BE USED BY THE DEPARnLENT OF PUBLIC WORKS, STREET DIVISION, AND PRESCRIBING THE SPECIFICATIONS TO BE COMPLIED WITH BY BIDDERS: BW IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CI TZ OF PADUCAH, KENTUCKY: SECTION 1. That the City Manager be, and he is hereby, authorized to advertise for bids for the sale to tie City of Paducah of 13,192 board foot of seasoned and treated lumber for use by the Department of Public Works, Street Division. In his request for bids the City Manager shall require compliance with the following specifications: QUANTITY 91 pieces of 311 x 12" - 201 long (5460 B.F.) 13 Pieces of 3" x 1211 - 161 long ( 702 B.F.) 7020 board feet of 311 thick, 6" to 10" aide by 181 long. GRADES AND SPECIES OF LUMBER FOR JOISTS A!,D PLANKS The object of listing the various grades and species of lumber is to obtain the highest grade of structural joists and planks available at a reasonable cost. All lumber shall be graded in accordance with "national Rules" as accepted by the "National Hardwood Lumber Association." GRADES 1. 2150#f (Structural Stress -Grade) 2. 1900#f (Structural Stress -Grade) 3. 1700#f (Structural Stress -Grade) 4. 1450#f (Structural Stress -Grade) 5. Select Car Stock, Select Dimension 6. Freight Car Stock, Common Dimension, Mine Car Lumber f - Extreme Fiber Stress in bending in pounds per square inch. SPECIES Red and White Oak lumber is preferred but the other hardwoods listed below are acceptable. Each bidder must state specificly the species that will be furnished on each grade he proposes to supply. Acceptable Hardwoods: White Ash, Beech, Birch, Hard Mapel, Rock Elm, Peach Hickory, SoutY.ern Cypress, Soft Elm, Black Gum, Tupelo, Yellow Poplar and Chestnut. Any joist or plank teat is warped, cuped, bpwed or crooked to an extent that will prevefat proper fastening of the piece in place or reduce its strength value will not be accepted. SIZE All lumber shall be rough and conform to the standard size of rough structural stress -grade joist and planks. Standard Size of Joists and Planks i Nominal thickness * Minimum rough thickness 3" 3/16" off Nominal width * Minimum rough width 611 3/16" off 8" and up 1/4" off *Permissible on not to exceed 20% Nominal Langth of the pieces in any one shipment. 181 and 201 Must be full length and square on encs. 73 MOISTURE CONTENT: All lumber shall be seasoned until the moisture remaining in the m od will not prevent the injection and the, proper distribution of the specified amount of preservative as herein stated. All lumber after seasoning and before creosoting shall be inspected accord- ing to the rules and regulations of the Nat oval Hardwood Lumber Associa- tion by a National Inspector at the cost of the supplier. A copy of his inspection report shall accompany and become a part of the invoice to be presented to the city for payment. PRESERVATIVE TREAVIENT: All lumber shall be pressure treated with a creosote oil that meets A. S. T. IQ. specifications Serial Designation D 390-36, and the weight of water free oil retained in the lumber shall be not less than 8 pounds per cubic foot of lumber. The presertsative treatment shall be performed in an approved manufactured method as adopted by the leading preservative plants. Each bidder shall state his earliest delivery date and his cash unit price per board foot for delivering F.O.B. Paducah, Kentucky, the aforesaid quantity of each grade and species he proposes to supply. SECTION 2. The City manager shall advertise for bids by a notice posted up at the City Hall door and by inserting notice of the request for bids in at least one issue of the Sun -Democrat. The notice shall be posted and published at least seven days prior to the opening of bids and no bid shall be opened within ten days from the date on which this resolution is adopted. No bid shall be received unless under seal, nor shall any bid be received after the hour fixed in the notice for the opening of bids. All bids re- ceived by the City Manager up to the time fixed in the notice shall be filed with the Board of Commissioners who may let the contract to the lowest responsible bidder. The Board of Commissioners shall reserve the right to reject any and all bids and the city shall not become legally obligated to purchase said lumber until the adoption of an ordinance authorizing the execution of a montract. SECTION 3. This resolution shall be in full force and effect from and after its adoption.
