I AMEN
D AN ORDINANCE PRESERIBING RULES FOR THE BOARD OF COMMISSIONERS OF THE CITY
OF PADUCAH, KENTUCKY, FIXING THE TIME FOR HOLDING REGULAR MEETINGS OF SAID BOARD,
AND REPEALING ALL RULES AND ORDINANCES IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH,
KENTUCKY:
SECTION 1. The Mayor while presiding over the Board of Commissioners
shall be addressed as "Mr. Mayor"; and no member shall speak on any question
until he has first addressed the presiding officer and has been recognized.
Members shall first rise to address the presiding officer and shall remain
standing while qddressing the Chair or the Board.
SECTION 2. The presiding officer shall preserve decorum and decide
points of order; but any decision made by him shall be subject to appeal
to the Board. An appeal shall be in writing and signed by the member taking
same. When an appeal is taken the presiding officer shall vacate the chair,
and if the appeal be from a decision of the Mayor he shall call the Mayor
Pro Tem to preside during the consideration of the appeal; and if an appeal
be taken from a decision of the Mayor Pro Tem while he is presiding, he shall
vacate the chair and call a member to the chair to preside during the con-
sideration of the appeal. After the appeal shall be disposed of, the presid-
ing officer from whose decision the appeal was taken shall resume the chair.
SECTION 3. The presiding officer may speak on points of order in pre-
ference to other members of the Board of Commissioners; and shall have the
same rights as other members to speak to all othbr questions. He may make
motions, and offer petitions, resolutions and ordinances as other members;
but in addressing the board, and while making any motion, offering petitions,
resolutions or ordinances, he shall rise in his place, and shall remain stand-
ing while addressing the board.
SECTION 4. The presiding officer when recognizing or addressing
a member shall address him as "Mr. (giving his name).
SECTION 5. Questions prat to a viva voba vote shall be stated as
follows: "As many as are in favor of (naming the proposition)
will say 'aye'; those who are opposed will say "no". Questions put to
an 'aya' and 'nay' vote shall be stated as follows: "As many as are in favor
of (naming the question) will, when your names
are called, say 'aye'; those who are opposed will say not. After which
the roll call shall immediately proceed.
SECTION 6. The names of the Commissioners shall be arranged alpha-
betically upon the roll call; but the name of the Mayor shall be placed
at the bottom or foot of the roll call, and shall bear the prefix of
"Mayor".

SECTION 7. The order of business shall be as follows:

(1) Reading and signing minutes of previous meetings
(2) Petitions
/ v
(3) Motions
(4) Resolutions
(5) Ordinances
(6) Unfinished business
(7) New business
At the opening of all sessions of the board of commissioners the City
Clerk shall note in the minutes the names of all members of the board who
are present. After the Board shall have transacted all of its business by
proceeding with the order of business as provided above, the Mayor shall
recognize any person in attendance at a meeting and give such person an
opportunity to be heard concerning any matter requiring the attention of
the board, but no person shall be permitted to speak longer than ten minutes
on any one subject at any meeting of said board.
SECTION 8. No motion shall be put to a vote until same shall be seconded;

and no question, nomination, or resolution shall be voted on until a motion
for such purpose has first been made and seconded. All motions shall be
in writing.
SECTION 9. A motion to rescind may be made by any member, irrespective
of whether he voted on the prevailing or losing side of the question, and
may be made by one who did not vote on the question. A motion to reconsider
shall be made only by a member who voted on the prevailing side of the
question; and shall not be made unless same is entered before adjournment
of the next succeeding regular meeting of the Board.
SECTION 10. No motion, resolution or ordinance shall be placed upon
its passage until same has first been read at length. After a vote has
been taken the presiding officer shall declare the result; and if he should

fail or refuse to put a question to a vote, or declare the result of a vote,
as provided in these rules, the mover of such question may rise in his place
and put said question and announce the result of the vote thereon, and the
failure or refusal of the presiding officer to put such question, or to
declare the result of the vote shall be noted in the minutes.
SECTION 11. The rules of the Board of Commissioners shall not be
altered, changed, amended, suspended or interrupted unless done by the affir-
mative vote pf three members of the Board. When the rules have been sus-
pended no other business shall be considered except that embraced in the
motion for the suspension thereof; and when such business has been completed,
the Board shall automatically resume its status as it existed when the motion
to suspend was made.
SECTION 12. The regular meetings of the Board of Commissioners shall be

held at 7:30 o'clock P.M., on each Tuesday in the months of October, November,
December, January, February and March, and shall be held at the same hour on

the second and fourth Tuesdays in April, May, June, July, August. and September,
except when such meetings will fall on a legal holiday then the regular meeting

of said board will be held on the following Wednesday at the same hour.
Special or called meetings may be held upon the request of the Mayor
or two members of the Board of Commissioners if written notice thereof is
delivered to each member or to his or her residence or business address
twenty-four hours prior to the time that such meeting is to be held.
Provided, howeber, a special or called meeting may be held at any date and
hour without written notice provided the Mayor and all members of the Board
of Commissioners are present at such meetings. $xecuted or accepted notices
shall be filed with the City Clerk and spread upon the minutes.
SECTION 13. Any regular or special meeting may be adjourned by motion
duly passed by the affirmative vote of three members of the Board of Com-
missioners and any business may be transacted at an adjourned meeting which
might properly come before the regular or special meetings.
SECTION 14. The Chief of Police, or the officer having the next highest
rank in the Police Department shall be in attendance at all meetings of the
Board of Commissioners, and act as Sergeant -at -Arms to the Board of Commis-
sioners, and he may call any other police officer to assist him in the per-
formance of such duties.
SECTION 15. In the absence of a specific rule, or a provision of law,
governing the proceedings of the Board of Commissioners, Roberts' Revised
Rules of Order are hereby adopted in so far as not in conflict with these
Rules. All rules and ordinances in conflict with these rules, are hereby
repealed.
SECTION 16. This ordinance shall be in full force and effect from and
after its adoption.
