ORDIe;ANCE OF THE BOARD OF COAiI`JSSIONERS OF THE CITY OF PADUCAH, KE::TUCKY,
PROVIDING FOR THE HOLDING OF AN ELECTION ON THE QUESTION OF WHETHER AN Ai:NU.L
SPECIAL SCHOOL BUILDTING TAX RATE OF FROM FIVE (5¢) CENTS TO FIFTY (50¢) CEPITS
SHOULD BE LEVIED FOR A PERIOD OF NOT EXCEEDING TWENTY-FIVE YEARS ON PROPERTY IN
THE PADUCAH SCHOOL DISTRICT AS REQUESTED BY THE BOARD OF EDUCATION OF SAID DISTRICT
AND AS PROVIDED FOR IN KRS 1!0.477.
WHEREAS, the Board of r 661 !tion of the Paducah Independent School district,
by a resolution eddpted on the $th day of September, 1951, pursuant to KRS Ic0.477,
has requested that an election be held in the Paducah Independent School District
at the regular election to be held on-F-6vember !,, 1951, on the question of whether
an annual special school building tax rate of from five (5¢) cents to fifty (50,x)
cents shall be levied for a period of not exceeding twenty-five years on each ,100.1
of property subject to local taxation in the Paducah Independent School District
for the purpose of financing school improvements, school facilities and school
building revenue bonds as set out in KRS 160.477, and
WHEREAS, it is the duty of the City Council under said statute, upon the
request of the Board of Education of said school district, to call such election
requested by the Board, and
WHEREAS, the Paducah Independent School District embraces a city of the
second class, and
WHEREAS, the Board of Education has complied with all of the require!::�n7�s of
KRS 160.477,
NOW THEREFORE, THE BOARD OF COMISSIONERS OF THE CITY OF PADUCAH DOES ORDAIN
AS FOLLOWS:
1. That, there is hereby submitted to the qualified voters of the Paducah
Independent- School District the question as to whether or not an annual special
school building tax rate of from five (5¢) cents to .fifty (500) cents shall be �

levied for a period of not exceeding twenty-five years on each :100.00 of property
subject to local taxation in the said school district, in addition to the maximum
school tax levy provided by KRS 160.1,77, the income .from which annual special school
tax levy shall, if such levy is approved by the voters, be used for the erection andl
complete equipping of new school buildings, for the major alterations, enlargement
and complete equipping of existing buildings, for the purpose of retiring directly,
or through rental payments, school building revenue bonds issued for such school
building improvements and for the purpose of financing any program for the acquisitic
improvement or building of schools and to accomplish any or all of said purposes.
2. That said election shall be held at the regulzr election on November
6, 1951. That said date is not less than thirty days after the effective date of
this ordinance.

3. That said election: shall be conducted and carried out in the said
school district which school district embraces a city of the second class, in all
respects as required by the general election laws, and shall be held by the some
officers as required by the general election laws.
4.. The expense of the election shall be borne by the City of Paducah.
5. That for a period of not less than thirty days prior to the date
of said election there shall. be published once each week in the Sun Democrat
until the date of the election, and there shall be posted in not less thhn ten
,public places within the said school district, a notice in substantially the
following form:
"NOTICE OF SCHOOL TAX ELECTION
Notice is hereby given that an election will be held in and for
the Paducah Independent School District on November 6, 1951, at the
regular election held on said date, to determine whether the voters
of said district are in favor of an annual special school building
tax rate of from five (5¢) cents to fifty (500) cents on each
,4100.00 of property subject to local taxation within the District
for a period of not exceeding twenty-five years, for the purpose of
providing for the purchase or lease of school sites and buildings,
for the erection and complete equipping -of new school buildings, for
the major alteration, enlargement and complete equipping of existing
buildings, for the purpose of retiring, directly or through rental
payments, school revenue bonds issued for such school building im-
provements and for the purpose of financing any program for the
acquisition, improvement or building of schools and to accomplish
any or all of said purposes.
k This notice is given pursuant to an ordinance enacted by the
Board of Commissioners of the City of Paducah on September 25, 1951,
to which reference is hereby made for further details. (Signed)

That the Clerk of the City of Paducah is hereby authorized and
directed to advertise said notice of said school tax election in accordance
with the provisions of this ordinance.
6. That the question to be submitted to the voters of said School
District shall be in substantially the following form:
"Are you in favor of having an annual special school building
tax rate of from five (5¢) cents to fifty (500) cents on each „100.00
of property subject to local taxation located within the Paducah
independent School District levied for a period of not exceeding
twenty-five years for the purpose of providing for the purchase or
lease of school sites and buildings, for the erection and complete
equipping of new school buildings, for the major alteration, enlarge-
ment and complete equipping of existing buildings, .for the purpose of
retiring, directly or through rental payments, school revenue bonds
issued for such school building improvements and for the purpose of
financing any program for the acquisition, improvement or building
of schools and to accomplish 2ny on all of said purposes?"
That after said question there shall be written the words "FOR" and
and a small square shall be placed after each word, in order that each voter may
indicate his preference.
7. If a majority of those voting on the question favor the annual special
school building tax levy, the Board of Commissioners of the city shall, when, the
annual tax rate for the school district is fixed, levy the special rate specified
by the Board of Education of the school district for the school building fund, in
addition to the levy prov ided for by KRS 160.475.
8. In addition to or in lieu of the special tax, if approved as herein
provided, the Board of Education of the district may pay into the special fund at
the close of any fiscal year the proceeds from the sale of land or property no
longer needed for school purposes and also any balance remaining in the general fund
over and above the amount necessary for discharging obligations for the fiscal year
in full.
9. The special fund herein provided shall be kept in a separate account
designated as "Paducah Independent School District Special Voted School Building Fun
This fund shall be kept in a depository selected by the Board of Education of said
School District or invested in bonds of the United States, the State of Kentucky, or
of any county or municipality in this state, provided, however, that such investment
shall be approved by the State Board of Education.
10. all expenditures from said Fund shall be made solely for the purposesas
set out in KRS 160.177 and shall be made in accordance with the school laws of the
state, at such times as the Board of Education of the Paducah Independent School
District shall determine. The said Board shall cause to be made annually an audit
of the building fund by a certified public accountant or by an accountant approved
by the State Department of Education.
11. This ordinance shall be introduced at a regular meeting of the Board of
Commissioners and remain on file for public inspection for at least one week in the
completed form in which it shall be put upon its final passage.
