AXON AND ASSOCIATES, CONSULTING ENGINEERS, FOR A COMPREHENSIVE STUDY AND
REPORT ON THE PADUCAH FLOODYNALL, AND PROVIDING THAT SAID ENGINEERS :SILL
REPRESENT THE CITf OF PADUCAH IN NEGOTIATIONS WITH AGENCIES OF THE FEDERAL
GOVERNMENT TO CORRECT DEFICIENCIES IN SAID FLOODWALL, AND APPROPRIATING
y1,800 TO BE PAID SAID ENGINEERS FOR SUCH SERVICES
17HEREAS, the City Engineer has reported that a number of deficiencies
in the Paducah floodwall should be corrected before the city assumes the
floodwall for maintenance and operation; and
WHEREAS, it is desirable to employ the services of independent engineers
in order to secure information from an unbiased source and to give the City
of Paducah the most effective representation possible in negotiations with
agencies of the Federal government;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COM1,1I33IONERS OF THE
CITY OF PADUCAH, KENTUCIff:
SECTION 1. That Russell, Axon and Associates, Engineers and Consultants
of St. Louis, Missouri, be employed by the City of Paducah to make a com-
prehensive study and report on the Paducah floodwall, together with
recommendations of improvements to said floodwall, and to represent the
city in negotiations with agencies of the Federal government to correct
deficiencies in said floodwall, and the Mayor and the City Clerk are hereby
authorized, for and on behalf of the City of Paducah, to enter into a contract
of employment with the said Russell, Axon and Associates, said contract to
be in words and figures as follows, to -wit:
"TRIS CONTRACT, made and executed in duplicate this day of
1950, by and between the City of Paducah, DKentucky, a
municipal corporation, hereinafter called the "CITIV , and Russell, Axon
and Associates, a partnership of St. Louis, Missouri, hereinafter
referred to as the "ENGINEERS".
"'rlITNESSETi, that in consideration of the mutual covenants and
agreements herein contained, the parties hereto mutually agree as follows:
",The CITY hereby employs ;the ENGINEERS to perform all engineering
services in connection with a comprehensive study and preparation of a
report on the existing flood protective works at the City of Paducah,
together with recommendations of improvements to said protective works.
"The ENGINEERS agree to furnish and perform the variops professional
services required for the preparation of the above named report as follows:
(a) The ENGINEERS agree to prepare a comprehensive
study of the existing protective works in re-
lation to the existing and forecastable future
conditions.

(b) To prepare and submit plats and drawings necessary
for the explanation of the report.
(c) Dake a report of the recommended changes to the: existing
protective works as deemed necessary 'to reduce damages
and operating costs within the City's budget.
(d) Present the report as a whole to the CITY upon completion
and discussion of same with the City Officials.
(e) Complete report and recommendations on or before May 30,
1950.
"The CITY agrees to pay the EIIGINEERS as compensation for the pro-
fessional services outlined above a LUPIP SUIT FEE of X1800.00, which
fee will be due and payable upon presentation of the report,
"The City further agrees to pay the ENGINEERS for any additional
conferences with City Officials, or with any party designated by the
City, including agencies of the Federal government when so designated,
the fee of 5)50.00 per day and actual traveling e;,p enses. Said'fee to
be paid to the principal of the INGINEERS. If any assistant engineers
are needed at said conferences the compensation for said additional
assistant engineers will be on the basis of ;.25.00 per day and
ac tua 1 expenses.

SECTION 2. That the sum of ;;1,800 is hereby aepropriatb d for payment
of the fee which will become due and payable to the said Russell, Axon and
Associates upon completion of the aforesaid report, but this is an interim
appropriation pending adoption of the 1950-51 appropriation ordinance and said
sum of •1,800 shall be included in and shall not be in addition to the amount
appropriated to Account 6467 by said appropriation ordinance when adopted.
SECTION 3. This ordinance shall be introduced at a regular meeting of
the Board of Commissioners and shall remain on file for public inspection one

week in the completed form in which it shall be put upon its final passage,
Since the public health, safety and welfare of the City of Paducah requires
that this contract be executed as soon as possible, an emergency is hereby
declared and this ordinance shall be in full force and effect from and after
its adoption.
