A RESOLUTION RATIFYING AND CONFIRIING THE ACTION OF STUART JOHN3TON,
I•;AYOR OF THE CITY OF PADUCAH, BY REQUESTING OF THE KENTUCKY UTILITIES COMPANY THAT
A REDUCTION IN GAS RATES BE MADE IN1�IEDIATELY EFFECTIVE IN THE CITY OF PADUCAH
WHEREAS, On January 6, 1950, the Public Service Commission of the Common-
wealth of Kentucky approved and made effective a'schedule of rates for natural
gas service in the City of Paducah, including rates for residential, commer tial,
and industrial use; and
WHEREAS, by making a study of the rates for gas service applicable in other
neighboring cities and towns it has been found that the rates of the Kentucky
Utilities Company are grossly in excess of those charged in said other cities
and towns; and
WHEREAS, it is deemed advisable to first call upon the Kentucky Utilities
Company to voluntarily reduce its rates for gas service by filing an amended rate
schedule with the Public Service Commission, and if such voluntary reduction of
rates shall not be given, to institute a proceeding before the Public Service
Commission to require the Kentucky Utilities Company to furnish gas at rates
which will not be unreasonable or unjustly discriminatory;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY
OF PADUCAH, KENTUCKY:
SECTION 1. That the Board of Commissioners does hereby ratify and
approve the action taken by Stuart Johnston, Mayor of the City of Paducah, by
calling upon the Kentucky Utilities Company to voluntarily reduce its rates in
amountw which will not be unreasonable and unjustly discriminatory, and tgat the
Board give its approval to a letter written by the Mayor to Mr. R. N. Watt,
President of the Kentucky Utilities Company at Lexington, Kentucky, on
June 21, 1951, which letter is in words and figures as follows:

Ns dear Mr. Watt:
By making comparisons of the gas rate schedules of the
Kentucky Utilities Company in Paducah with the natural gas rates in other
cities having facilities similar to those provided by your company, we find
that the rates charged by your company are excessive. They are so dispro-
portionate by comparison with the rates in effect in other cities as to re-
quire the Board of Commissioners to call upon you to give serious consideration
to the matter of making a voluntary reduction by the immediate filing of new
rate schedules with the Public Service Commission.
Unless your customers in Paducah are furnished gas service at
reasonable rates, it will be necessary for the city to file with the public
service Commission its application for a reduction as by law it is authorized
to do when rates are unreasonable and unjustly discriminatory. We hope your
company will voluntarily fix the charges under schedules which will insure
users in Paducah of the same advantages as the users in other cities are af6orded,
and thht we shall have ,your reply within the next few days.
I am mailing a copy of this letter of Mr. Ralph H. Kessinger,
Secretary of the Public Service Commission, for the information of the members
of that. Commission.

SECTION 2. That in the event the Kentucky Utilities Company shall
fail or refuse to file an amended rate schedule with the Public Service Com-
mission, reducing its rates for gas service in such amount as will enable
users tp be furnished with such service at reasonable charges, that the
attorneys for the City of Paducah be authorized to prepare and file with the
Public Service Commission a complaint of the rates now in effect and request
for a hearing upon the question as to the reasonableness of said rates.
SECTION 3. This resolution shall be in full force and effect from
and after its adoption.
