W_7 20, under the provisions of KRS 96.320, the Commissioners of .tater ';forks are given the right to manage and control the mater works system of the city which includes the rirht to fix the salaries of those employed :in the maintenance and operation of said system; and 7.'!$EPiEA3, it is questionable as to whether or not the matter of fixin-- rates for water service, the fi;cinU of salaries of personnel employed by the Commissioners of Water ilorks, and the placinZ of such employees under the rules of civil service can be submitted to a vote of the people under the Statutes and the Constitution of the State of Kentucky; and Tau EAS, under ':RS 39.610 the Board of Connnissioners has no right to submit the o_uestion of the passage of the aforesaid ordinance to the voters of the city if said ordinance is oen which the board irself does not have the legal right to pass; and ,7 jBR1AS, by reason of the public is interest in said le„islation and the manner in which such interest will be affected if the ordinance sho,.ld be passed, it is deemed advisable that the validity of the ordinance be approved before it is passed or the city incurs the expense of an elect -on; YOW THEREFORE, BE IT RESOLVED B'C THE BOARD OF CO?.i::iIS iIO.'TEnS OF CITY OF PADUCA_T-I, KEITTUCR'i': SEC TIO1T 1.
