WHEREAS, by reason of the existing and increasing possibility of the
occurrences of disasters or emergencies resulting from enemy attack, sabotage or
other hostile action, and in order to insure that preparation in the City of
Paducah will be -adequate to deal with any disasters or emergencies, it is dce;..•,
dvisable to create a Civil Defense Agency in said city and to authorize the agency
to take such steps as are necessary and appropriate to carry out the nation --i1
plan and program in said city;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMEISSIONERS OF THE CITY i
� OF PADUCriH, KEh•TUCKY:
SECTION 1. There is hereby created in the City of Paducah an agency to
be known as the "Civil Defense Agency", with a Director of Civil Defense who shall
be the head thereof. The 7.7ayor is authorized to appoint the Director who shall hav;
direct responsibility for the organization, administration and operation of civil
defense, subject at all times to the approval of the DSayor, and the I.;ayor shall a lcc.
appoint such committees as the Director shall recommend _or the administration of
the program.
SECTION 2. The Civil Defense Agency shall have the authority to distribut
equipment, materials, and supplies for civil defense purposes; provide for the
health and safety of persons and property, including emergency assistance to the
victims of any disaster; and to direct and coordinate the development of civil
defense plans and programs in accordance with the policies and plans formulated by
the Federal and State Civil Defense Agencies; to appoint, employ, remove and provide
::pith or without compensation, air raid wardens, rescue teams, auxiliary police and
fire personnel, and other civilian workers; to establish a primary and one or more
secondary control centers to serve as command posts during an emergency; to assign
ind make available for duty the employees, property or equipment of the City of
'aducah used in fire fighting, engineering, rescue, health, medical and related
services such as police, transportation, construction and other similar services
or civil defense purposes.
SECTION 3. This ordinance shall be in full force and effect from and
fter its adoption.
