THE PERIOD ROT.i JANUARY 1st, 1951 TO JULY 1st, 1951, SUBJECT TO 9DE CONDITIO:13 PROVIDED HEREIN; A:D 7L:=17G THE Ai'PORTIONI I;_ENT OF SAID I4'UNDS . rIHEPEAS, under an ordinance adopted by the Board of Commis- sioners on the 25th day of October, 1949, the fiscal year of the City of Paducah, beim the calendar year, was changed and the period from July 1st to June 30th was established as and for the fiscal year of said city, and it im s further provided in said ordinance that the next discal year shall cover the period from January 1st, 1950 to June 30th, 1951; and 7HEREAS, it is provided under nm 92.020 that a municipality may operate for the portion of any year necessary when a change in its fiscal year is made; and :"IILREAS, the City i;ianaSer has prepared and submitted to the Board of Commissioners a bud.,e•t for the period from January 1, 1950 to June 30, 1951, and also a statement of the revenue anticipated durin; said period; and, WEMEAS, under the statutes providing for the levy of taxes for the fiscal year from January 1 to December 31, and the collection of said taxes on June 1 and October 1 in each year, only those revenues collect- ible durin;; the year 1950 may be definitely ascertained and appropriated for public use, but in order to make the aforesaid change in the fiscal year it is deemed advisable to definitely fix, appropriate and apportion by this or- dinance the funds of the City of Paducah for the year 1950, and also to fix, appropriate and apportion the public funds for the period from January 1, 1951 to June 30, 1951, said apportiorment for the payment of general governmental expense durinZ the first half of the year 1951 to only be effective if, by the adoption of appropriate tax levying ordinances, sufficient revenues are provided for that purpose; and, WIDEREAS, the revenues and income anticipated in the year 1950 amount to (;75,322,34, and it is estimated that said sum will be available for carrying; on the Governmental operations of said city in that year; and , REAS, by the adoption of this ordinance, the hoard of Com- misnioners declares as its purpose to adopt in 1951 such tax levying ordi- nances as will produce, including all other revenues which are to be pro- vided for betmon January 1, 1951 and June 30, 1951, the sun of ;;313,500.00 for the operation of the general government of the city during that period. SECT1011 2. That the sum of ;;;313,500.00 is the amount estimated to be necessary for carrying on the same governmental functions duririC the period fxom January 1, 1951 to June 30, 1951 as will be carried on during the preceodinG year, and there is hereby appropriated and made available for use during the period from January 1, 1951 to June 30, 1951, the sum of .;;313,500.00 if the revenue and income provided in the year 1951 shall be sufficient to produce that sum. SEC T.10- 3. Wit h the exception of these expenditures which, as shown by the City ?;anagerfs budget and recommendations, are to be made in the year 1950 and mill t!erefore require the immediate payment of the whole amount appropriated for a particular purpose, only trio -thirds of the afore- said amounts are to be expended durin said year. As far as it is prac- ticable to do, the City anager and City Treasurer shall only expend or authorize in the year 1950 the expenditure of two-thirds of the amounts appropriated for the particular purpose as set above, and in no event shall the total of all expenditures in said year exceed ;;745,322.34. SECTION 5. The remaining ti313,500.00 of the total appropriation in the sum of ;;:1,058,822.34 for the period from January 1, 1950 to June 30, 1951, shall be used for payment of the governmental expense to be incurred by the City of Paducah during the period from January 1, 1951 to June 30, 1951 if the revenues and income in that amount are sufficient for that purpose as contemplated by the provisions of this ordinance, and in no event shall the total of all expenditures durinZ that period exceed the sum of ;;'.313,500.00 unless, by the increase of tax levies or the anticipation of an increase in the revenues and income of the city durin said period, additional revenues shall be provided. SECTION 6. The revenues and income to be provided for the pay- ment of ,ovor mnental exponse during the poriod from January 1, 1951 to Juno 30, 19515 shall, in the same runner be coll_cted and accounted for by the City Treasurer, and he shall account for said funds in the conic manner as provided under Section 6 of this ordinance.
