PROVISIONS OF ICRS 90.300 TO 90.990; PROVIDING FOR THE APPOINTMENT OF A BOARD OF
CIVIL SERVICE COMTr1ISSIONERS, FIXING AND PRESCRIBING THE QUALIFICATIONS, TERMS OF
OFFICE, POWERS AND DUTIES OF SAID COM11ISSIONERS; PRESCRIBING THE RULES BY INHICH THE

AS AMEMED ON NOVEMBER 28, 1950
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCK
SECTION 1. That Section 1 of an ordinance containing the title quoted above,
which vias adopted on December 2, 1947, and as amended on T:?ay 10, 1949, be and the
same is hereby repealed, amended and reordained so that said section as amended and
reordained shall read as follows:
"Section 1. Definitions. The following words and phrases as used in this
ordinance, unless a different meaning is plainly shown by the context, shall have
the following meaning:
(a) "Employee" means any person employed in the conduct of minicipal affa
including the head of a department and each administrative employee appointed by t
City Tanager, with the exception of the Corporation Counsel, any yssistant Corporat
Counsel, the City Alcoholic Beverage Administrator, the Delinquent Tax Attorney, thi
City I-hysician (white) and the City Physician (colored), the Dump ',!'atchman, the Dog
Catcher, the Janitor and ti -3 TJeighmaster, and the term shall also not include the
mayor, a member of the Board of Commissioners, the City Manager, a member of the
Police or Fire Department, a member of the Board of Trustees of the Policemen and
Firemen's Pension Fund, with the exception of the City Treasurer who serves as
ex -officio member, the City Planning and Zoning Board, the Board of Adjustment,

City Planning and Zonin3, the City of Paducah Municipal Housing Commission, the
City of Paducah Municipal Hospital Commission, the Commissioners of the Paducah
Water Works, the Board of Trustees of the Public Library, or any employee of said
boards or commissions, or the trustees, members or corresponding officer of any
similar boards or commissions of a city of the second class now or hereafter
created, or any employee of such boards or commissions, or to any person employed
on temporary and special projects, or to any person whose regular employment with
the city is seasonal and is less than nine months in any one year.
(b) "Appointing authority" means the officer, commission, board or body
having the power of appointment or removal in any office, department, commission,
board or institution.
(c) "Civil service" means the offices and positions of trust not specifical
excluded by KRS 90.310 of 90.410 or by ordinance of the city.
(d) "Commission" means the board of Civil Service Commissioners as estab-
lished under US 90.310.
(e) "The Board of Trustees" shall mean the Board of Trus toes of The
Appointive Employees' Pension Fund created under the provisions of this ordinance.
(f) "Pension fund" means the moneys derived from the employees and the levy
of a special tax, either or both, or by any other sum derived from any other source
to be used for the retirement of employees after the prescribed years of service
and for the benefit of disabled employees, and widows and dependent children in the
case of death of an employee within the scope of his employment according to the
terms of KRS 90.310 to 90.410 and the ordinances of the city
(g) "Widow" as used in this ordinance shall mean any woman legally married
to an employee where there has been no decree of divorce dissolving the marriage
and where the wife has not, at the time of the death of the employee, voluntarily
abandoned him."
SECTION 2. That Section 9 of the aforesaid ordinance containing the title
quoted above, which ordinance was adopted on December 2, 1947 and amended on
November 28, 1950, be and the same is hereby repealed, amended and reordained so
that said sedtion•as amended and reordained shall read as follows;
"Section 9. There are hereby authorized the following positions not asst7ned
to any department of the City of Paducah, and the salary of each position, provided
the amount of such salary is not changed under any apportionment ordinance here-
after adopted, shall be as follows;

SECTION 3. All ordinances and parts of ordinances in conflict herewith are,
to the extemt of such conflict, hereby repealed.
SECTION 4. This ordinance shall be in .full force and effect frpm and after
its adoption.
