THE ADJOINING TERRITORY AS A NATIONAL DEFENSE AREA
WHEREAS, the United States Government has authorized the expenditure of the
sum of approximately {;500,000,000 for the construction of a plant on the site of tl
Kentucky Ordnance Works near Paducah, Kentucky, to produce essential materials for
the manufacture of the atomic bomb; and
WHEREAS, the construction of said plant will cause a great influx of officia:
factory workers and their families into Paducah and in the surrounding area, and
the present housing facilities are wholly inadequate to meet the requirements of
the anticipated great increase in the population; and
WHEREAS, in an effort to provide some of the badly needed housing facilities,

a contract is to be awarded by the City of Paducah Municipal Housing Commission for
the construction of two housing projects, one for white residents consisting of 300
units, and the other for colored residents consisting of 100 units; and
WHEREAS, plans are being made by certain persons, firms and corporations to
jconstruct houses, apartments and other housing accomodations with
private capital
in the hope that the housing facilities will be reasonably sufficient to take care
of the increased population; and
WHEREAS, by reason of the presently crowded conditions at each of the two
hospitals in the City of Paducah, the Riverside Hospital and the Illinois Central
Hospital, it will be impossible for the sick of this area to have the necessary
care and attention at hospitals unless additional hospital buildings are immediatel:
cobstructed; and
WHEREAS, the City of Paducah Municipal Hospital Commission has applied to the
United States Government for a grant of funds to construct an addition onto the
Riverside Hospital, which addition will serve in a measure to relieve the crowded
conditions; and
P1IP. REAS, every effort possible is being made by the City of Faducah and the
citizens of this community to meet the sudden emergency resulting from the acute
shortage of housing and hospital accomodations, as well as to assume their respon-
sibility for the education of a greater number of school children, and for providing
the necessary police and fire protection and other necessary governmental services;
and
WHEREAS, it will be impossible to meet the emergency which exists by providin
sufficient housing, hospital and other facilities unless priorities for the pur-
chase of materials are granted to the City of Paducah, its boards and commissions,
and those furnishing accomodations to alleviate in a measure the crowded conditions
NOW THEREFORE, BE IT RESOLVED That the President of the United States be
requested to declare by executive order that the City of Paducah and the adjoining
territory is a National Defense Area and as such is entitled to all governmental
grants and other assistance, as well as those priorities which other areas contrib-
uting directly to the national defense receive.

BE IT FURTHER RESOLVED that a certified copy of this resolution be trans-
mitted to the Hon. Alben W. Barkley, Vice President of the United States, the Hon.
John R. Steelman, Executive Assistant to the President, the Hon. Noble Gregory,
Congressman from this district, and Hon Virgin Chapman and Hon. Earle C. Clements,
united Otates Senators.
