'JHEREAS, upon the adoption of an ordinance on October 25, 1949,
changing the fiscal year of the City of Paducah from July 1 to June 30 and
providing that the first fiscal year after such change should extend from
January 1, 1950 to June 30, 1951, it was contemplated that, pursuant to the
provisions of _CRS 132.285 the City of Paducah would adopt the annual assessment
of the county tax commissioner for property situated within said city as the
basis for the ad valorem tax levies ordered by the city legislative body, and
in such event all taxes being then payable after July 1 of each year, the fiscal
year should be .the identical period during which the city received its revenues
from taxation; and
V7HEREAS, the Board of Commissioners has since determined that it would
not be advisable for the City of Paducah to adopt the annual assessment of the
county tax commissioner; and
'Mia -REAS, by the method of assessment and collection of taxes as now
provided by law in cities of the second class not adopting the annual assessment
of the county tax commissioner, taxes are assessed as of July 1 and become due
and payable for the year beginning the next succeeding year, one-half on June 1
and the other half on October 1 of such year, and for this reason the fiscal
year of the city should also begin on January 1 and end on December 31; and,
VFHEREAS, under the apportionment ordinance adopted by the 3oard of Com-
missioners on the 7th day of ;,,arch, 1950, there :.,as specifically appro_r iated
that sum to be expended for general governmental operations during the period
from January 1, 1950, to December 31, 1950, but the amount to be expended for
the following six months period beginning January 1, 1951 were merely estimated
and the amount of revenues available from taxation in the year 1951 was unknown
and could not be ascertained.

SECTION 1. That beginning on January 1, 1950, the fiscal year of the
City of i-aducah shall begin on January 1 and end on the follotiiinS December
31, and an annual audit of all financial affairs of the city shall be made
for the fiscal year as established by this ordinance.

SECTION 2. Thin; ordinance shall be retroactively effective as of
January 1, 1950.
