A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF A WEST END FIRE STATION ON PROPERTY LOCATED ON THE INORTH SIDE OF JACKSON STREET BETWEEN 31ST STREET AND LONE OAK ROAD; PRESCRIBING jTHE.TERMS AND.CONDITIONS UNDER WHICH THE CONTRACT FOR CONSTRUCTION SHALL BE MADE BE IT RESOLVED BY THE BOARD OF COPMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That the City Manager of the City of Paducah, Kentucky, is hereby authorized and directed to advertise for bids for the construction of a West End Fire Station on property situated on the North side of Jackson Street in Paducah,. Kentucky between 31st Street and Lone Oak Road, together with driveway and other.appurtenances in accordance with the approved plans and specifications prepared by Lee Potter Smith, architect, and filed with and approved by the Board of Commissioners on October 6, 1953, said plans and specifications being made a part of this Resolution by reference; and that said bids for the construction of said fire station shall be for the performance of the entire construction provided for in said plans and specifications, same being available in the office of the City Manager at the City Hall in Paducah, Kentucky upon the deposit of twenty dollars ($20.00) for each set of documents so obtained which deposit will be refunded to each bidder who returns the plans, specifications and other documents to the City of Paducah in good condition within ten (10) days after the opening of bids. SECTION 2. All bids must be submitted on forms furnished by the City which are included in the specifications prepared by the architect and available with the complete set of plans. Alternative proposals will not be considered. Each bidder must submit a satisfactory bid bond which shall be not less than five per cent (5%) of the amount of his bid and the successful bidder must furnish performance bonds and payment bonds as provided for in the specifications. The successful bidder will be required to enter into a contract with the City of Paducah, Kentucky, upon acceptance of his bid and upon notification that said bid has been accepted by said City and the form of contract so required is included in the plans and specifications. The successful bidder shall procure alb necessary licenses and permits and shall conform to all Federal, State and local laws and all regulations and ordinances with regard to labor, hours of work and his general operation. The successful bidder will be required tm obtain and keep in force while the aforesaid fire station is being constructed a liability policy or policies to protect the City of Paducah against the claims of persons suffering injury, loss or damage resulting from any negligence in connection with performance of said construction. No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of bids without the consent of the Board of Commissioners of Paducah, Kentucky. I 1308 SECTION 3. The City Manager shall advertise for bids by a notice posted at the City Hall door and by inserting notice of the request for bids in at least one (1) issue of the Sun -Democrat. The notice shall be posted and pub- lished at least seven (7) days prior to the opening of bids and no bid shall be opened within ten (10) days from the date on which this Resolution is adopted. No bid shall be received unless under seal, nor shall any bid be received after the hour fixed in the notice for the opening of -bids. All bids received by the City Manager up to the time fixed in the notice shall be filed with the Board of Commissioners who may let the contract to the lowest and best bidder. The Board Of Commissioners shall reserve the right to reject any and all bids and shall not become legally obligated to accept any bid until the adoption of an ordinance authorizing such acceptance. The Board of Commissioners shall have the right to waive any informalities. SECTION 4. This Resolution shall be in full force and effect from and after its adoption.
