BE IT ORDAINED BY THE BOARD OF COTZZIsSIONERS OF THE CITY OF PADUCAH,
KSI TUC IAC:
SECTION 1. That Sections 4, 8, and 15 of an ordinance containing the
title quoted above, which was adapted on December 2, 1947, and amended on July 25,
1950, be and the same are hereby amended so that said sections as amended shall
read as follows:
"SECTION 4. It shall be the duty of the Commission to prescribe and
propound such examinations as may be deemed proper, commensurate with the vacant
positions within the various departments of said City, according to the classifi-
cations prescribed by this ordinance, or which may be hereafter prescribed, and the,
shall give notice of such examination, fix the time thereof and conduct the same in
the manner provided by the aforesaid statutes.
(b) No person shall be eligible for employment by the city, nor shall be
permitted to take any examination held by the Commission if he is under twenty-one
years of age or is over forty-five years of age, or if he is unable to read and
write and understand the English language. No person shall be eligible for employ-
ment in the Finance Department, the Engineering Department or the Law Department
who has not had a high school education. Except in case of emergency and in the
manner as provided in KRS 90.300 to 90.990 when such emergency arises, all appoint-
ments to fill vacancies in the various positions provided under bhis ordinance,

or the appointments to any new position created by ordinance, s hall be made by the
City S3anager's selection of one of the three holding the highest averages in the
class and grade certified to him by the Commission.
(c) Appointments shall be made only by the selection of one of the three
holding the highest averages in the particular class and grade wherein a vacancy
exists. Provided, however, that no person taking such examination shall be
eligible for appointment unless he has made a grade of at least 750.
"SECTION 8. There is hereby authorized the following positions in the
Department of Public Works and in the Engineering, Street and Cemetery Divisions
of said Department, and th3 salary of each position, provided the amount of such
salary is not changed under any apportionment ordinance hereafter adopted, shall
be as follows:

"SECTION 15. tiVhenever, from any cause, there shall be a vacancy in any
of the classified services, the employee in said classification next highest in
seniority, if he chooses, shall succeed to and fill said vacancy, unless upon
charges made by the City that said employee is not qualified to fill said vacancy,
and after notice and upon trial to determine his qualifications in the same manner
as is now required for the dismissal, suspension or reduction in grade or pay of
any employee, it is established by the city that said employee has not the necessar
qualifications to enable him to discharge the duties of the office or position in
which the vacancy occurs. Provided that: In case of a vacancy in the classified
service, where peculiar and exceptional qualifications of a particular professional
or educational character are reouired, upon satisfactory evidence that for reasons
stated in writing by the appointing authority, competitive examination in such
case is impractical, the commission may suspend competitive examinations under
civil service. Provided, further, that for purposes of this section the following
classified services and classifications are established, and each classification
shall be a separate and distinct classified service:

SECTIOI: 2. This ordinance shall be in full force and effect from and
after August 15, 1950.
