AN ORDINANCE RATIFYING AND CONFIRMING THE ACTION OF THE CITY MANAGER IN
APPOINTING A FIELD-OFFICE HELPER ON JANUARY 5, 1953 AND THE PAYMENT OF THE MONTHLY
SALARY TO THE APPOINTEE OF $300.00 PER MONTH, AND FURTHER CREATING AND DEFINING SAID
POSITION AS A TEMPORARY POSITION AND FIXING THE SALARY THEREOF
WHEREAS as a result of the emergency caused by the establishment and
U Iloperation of a municipal refuse collection system as set out in the Refuse Collectic
Ordinance, it was necessary to employ a person to assist in organizing the refuse
collection system and to handle complaints and instruct the public on the operation
of said system; and
WEEREAS the City Manager did on January 5, 1953, in order to meet said
emergency, appoint a person to said position and it is believed that the position
should be paid a salary of $300 per month, payable as other city employees are paid.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City of Paducah approve, ratify and confirm the action
of Cornelius Bodine, Jr., City Manager, in his appointment on January 5, 1953, of
Charles Hugh Caldwell as Field -Office Helper to assist in organizing the refuse i

collection system in the City of Paducah, and that the City approve payment to said
employee of a salary of $300.00 per month for his services from January 5, 1953 for
as long as said employee.is employed under the terms of this ordinance. As it appeals
that the emergency will exist for an additional period of time, said position is
hereby created as a temporary or seasonal employment, and the City Manager is hereby
authorized and directed to employ said employee, or such other person as he may
desire, at the aforesaid rate of pay to fill said position.
The duties of said position shall be to assist in the.organization of the
refuse collection system,ltb handle complaints by persons using said system, to
coordinate the collection of charges for the use of said system and to perform such
other duties and assignments as may be directed by the City Manager in the operations
of said refuse collection system) The person filling said position may also be
directed, if requested by the City Manager, to assist in the acquisition of rights-
of-way for construction of sewer lines and other rights of way needed in the City
of Paducah.
Said employment shall be for a period not longer than June 30, 1953, or
unless this ordinance is repealed or amended to provide otherwise.
SECTION 2. The amount of the salary provided in Section 1 herein shall be
charged to the appropriation for Refuse Collection and shall be considered a current)
departmental expense.
SECTION 3. This ordinance shall be in full force and effect from and after
its adoption.
