COLLECTION OF GARBAGE COLLECTI0IV FEES, PROVIDING YHE TERMS AND CONDITIOAIS OF
SAID PROPOSAL AND PROVIDING FOR TI -LE PAYMENT TO THE PADUCAH WATER WORKS OF A
CERTAIN PERCENTAGE FOR ITS SERVICES
WIHREAS, by letter dated December 30, 1952, addressed to the Mayor and
Board of Commissioners of the City of Paducah, the Paducah Water Works has
proposed to undertake the collection of garbage service charges as contemplated
in Article V, Section 3 of the Refuse Collection and Disposal Ordinance of
the City of Paducah adopted on December 16, 1952, and it appearing to the
best interest of the City of Paducah to accept said proposal.
NOW THEREFORE, BE IT ORDAINED BY TE, BOARD OF COtWlISSIONERS OF THE CITY
OF PADUCAH, KENTUCKY.
SECTI01V 1. That the following proposal from the Paducah Plater Works
concerning collection of fees by said Plater Works in connection with the Refuse
Collection and Disposal Ordinance adopted on December 16, 1952, be, and the same
is hereby accepted and said proposal is in words and figures as follows:
"Honorable Mayor
Board of Commissioners
Paducah, Kentucky
Gentlemen:
Conforming to the recent Ordinance you adopted, with reference to Garbage
Collection and Disposal, the Paducah Water Works respectfully submits the
following proposals, which are designed to bill each of the City's customers
for the Garbage Service and collect such funds as possible. It being fully
understood that the Water Works in no way assumes any responsibility for
the operation of this service:
1. The Water Works will furnish the city a complete list of each water customer
on an individual card, in duplicate. A list of new connections will be
given once each month.
R. The City shall determine the rate for each of these accounts, and furnish
a copy of one of each to the Water Works with the proper charges marked
on the card.
3. The City shall make all adjustments to any established rates, and furnish
the Water Works office written copies of any such adjustment.
4. The City shall furnish the Water Works the name and phone number of the
person in charge of the Refuse Collection Department. This information will
be printed on the water bill, and all such calls for information or complaints
about service shall be referred to this department.
5. It shall be the duty of the City to furnish the Plater Works, in writing
(triplicate), the name and amount of any refunds for overcharges.
6. The Water Works will bill each water customer for Garbage Service in accordai
with the rate ,furnished by the City.
7. The Water Works will accept payment for these funds as presented to our
Plater Works office.
8. The Water Works will handle all accounts in conformity to its system of
billing and collecting water bills.
9. In the case of water userfs disconnect or remaval, delinquent garbage
charges will be handled in the same manner as delinquent water bills and
will not be reported to the City until such time as the charges may
subsequently be collected or the account charged off the books.

10. The Water Works will furnish the City at once the name and amount of any
garbage charges which the customer refuses to pay.
11. The City assumes the responsibility of any further action to collect these
or any other delinquent accounts.
12. The Water F,'orks will furnish the City a monthly statement, showing amount
billed and the total of garbage charges collected, together with a list of any
accounts that refuse to pay and a copy of the City's authorization for any
re Unds.
13. The !later Works 1 will issue a check each month and turn over to the City,
the money collected in accordance with the above statement.
14. The City agrees to pay the Water Works 5;0 of the total monthly billing of
the Garbage Collection and Disposal Service, as a fee for billing and
collecting these amounts. This fee is based on the idea of approximately
7,500 or more accounts. The Water Works will deduct such fees before
issuing monthly checks.
We shall make every effort to adjust our office routine and equipment
to satisfactorily handle garbage billing and collecting for the City of Paducah.
From time to time some of the above details of the operations may need ad-
justing, or there may be unforseen operational problems, on which we can
mutually agree.
We would farther suggest that the 5,Z' fee be reviewed in 90 days, so as to
determine if it is a fair rate for both the City and Water Works.
We would appreciate your approval of the above arrangements, so that we
may proceed with arrangements to get set up for this operation.

SECTIOIJ 2. This ordinance shall be in ,full force and effect from and after
its adoption.
