REPORT OF T. A. BRADLEY, ME CITY ENGINEER, FOR THE COMPLETION
OF SAID FLOODWALL
WHEREAS, under date of ;':arch 30 Z_ 31, 1948, T. A. Bradley,
the City Engineer, made an inspection of the Paducah Flcodwall in
company ti'o•ith representatives from the office of the U. S. District
Engineer at Louisville, Kentucky, and the said T. A. Bradley sub-
mitted to the City of Paducah on April 23, 1948 a report in which
he set out and described in detail all of the work which should be
done for completion of said floodwall, a copy of which report is
filed with and as a part of this resolution; and

WHEREAS, under date of July 12, 1949, a second inspection
of said floodwall was made by the said T. _". E.radley while in the
ILII company of Col. J. L. Person, the :i. S. District Engineer of Louis-
ville, Kentucky, and the said T. A. P.radley has submitted to the City
of 1-nducah his report of inspection on said date, which report is
also filed herewith and as a part of this resolution; and
71HEREAS, as will be shown by the reports of the said T. A.
Bradley, considerable additional work must be done before said flood -
wall has been satisfactorily completed; and
WHEREAS, the cost of the additional work described in the
report of the City Engineer will amount to more than ;500,000.00,
and all of said work must be done if said floodwall is to be completed
in such manner as to prevent great loss and damage to the owners of
property on account of inadequate drainage; and
,HEREAS, the revenues of the City of Paducah are not sufficient
for payment of any part of such construction costs and it should n�t
be called upon to bear any part of the cost of completing said
floodwall; and
WHEREAS, under date of July 13, 1949, the said Col. J. L.
Person transmitted to the Hon. Gene Peak, 1.'ayor of the City of Paducah,
a notice that the floodwall was turned over to the City of Paducah for
operation and maintenance as of July 15, 1949, together with two keys
which were to be personally delivered by Mr. J. L. Pellum, Resident
Engineer of the Cache River Flood Protection Project; and
WHEREAS, the City IManager, to whom said keys were offered
refused to accept same and has recommended that the Board of Comm
issioners decline to accept the responsibility for the operation aqd
maintenance of said floodwall until the work doscribed in the rcpoxt
of the City Engineer h -s been done;

SECTION 1.
That the City of Paducah decline to accept the responsibility
for the operation and maintenance of the floodwall as of July 15, 1:
as requested by the said Col. J. L. Person or to accept any respon-
sibility or maintenance until all of the additional work described
in the report of the City Engineer has been done and the constructic
of said floodwall has been fully completed as requested by the City
Engineer.
SECTION 2.
That the said Col. J. L. Person be immediately notified of
the action taken by the City of Paducah, that the City of Paducah
request the Corps of Engineers to continue the maintenance and
operation of said floodwall until all of the additional work de-
scribed in the City Engineer's report has been done, that said repox
be referred to the appropriate authorities in order that arrangement
may be made for doing of the work in such manner as will insure the
satisfactory completion of the floodwall, and that a copy of this
Resolution also be furnished to Vice President Alben W. Barkley,
United States Senators Virgil Chapman and Garrett L. Withers and
Representative Noble J. Gregory.
SECTION 3.
That the attention of the Honorable Alben W. Barkley,
Virgil Chapman, Garrett L. 1,ithers and Noble J. Gregory be called
to the plight in which the City of Paducah finds itself if forced
to take over the maintenance and operation of a floodwall and, in
addition, the responsibility of completing the construction of
said floodwall, all of which would require an outlay of money far
in excess of its power to raise, and that they be requested to
immediately get in touch with the U. S. Engineer in Washington
and urge that he arprove the expenditure of the funds necessary
for the completion of said project.
