WHEREAS, It is impossible for the Street Department of the
city to sweep and clean all sidewalks in business areas with the
limited number of personnel that must be used for street repair,
maintenance and cleanin4 over the entire city, and
'J'rIEREAS, Rubbish and dirt accumulates on s _dewalks in front
of -)laces of business and the prevailinC practice now is to sweep
it into the street, from whence it is usually blown onto the sidewc
nearbj, and
