IHEREAS, A floodwall has been constructed around the
city of Paducah at a total cost of about five million dollars
5,000.000) and it. is urgently important that this tremendous in-
vestment be protected by placinZ it under expert personnel for mair.
tenance and operation; and
'.'iHEREAS, Kany other cities along- the Ohio River, par-
ticularly Kentucky cities, are now or ,.vill be confronted with the
same problems; and
WHEREAS, The expert personnel needed for efficient
and competent supervision and operation of the .floodwalls, particu-
larly on the very costly and complicated pupping machinery, are not
available to cities; and
:Ts3EAS, The U. S. Corps of EnCineers now has employed
an adequate number of experts who can supervise and service a numbe
of floodwajls, not limitin:a t' eir services to any one city as would
be necessary if each city attempted to provide personnel for this p
pose, and in time of flood the personnel at dams on the Ohio River
not needed and can be transferred by U. S. District Engineers to
operate equipment in floodwalls (this was actually done during high
maters at Paducah in February -:.?arch, 1948), and
77HEREAS, Inc oinpe tent and inadequate maintenance and oper-
ation are likely to result if cities are compelled to assure reopen
sibility for such floodwalls, thereby jeopardizing the tremendous
investment in these floodwalls and resultin- in future requests for
7aderal appropriations to re air damages, as such expenditures are
beyond the financial capacity of any city, and
:J AREAS, Congress has provided that the U. S. Corps of
Engineers shall maintain and operate floodwalls along the r,ississi-
ooi River, as a reco-nition of the need for such control;

OF TTIE CITY OF PADUCAH, KENTUCKY
That the Senators and Representatives in Congress from
Kentucky be urged to C.1ve immediate active and stron,- support to th
introduction and passage of legislation that will provide for main-
tenance and operation of floodwalls alon7, the Ohio River by the J.S
Corps of _nFinees, and
That a copy of this resolution be it od to each Senator a
Representative from t.entucky,.,
