AN ORDINANCE FROVIDING FOR THE GRANTING OF LEAVES OF
ABSENCE FOR VACATIONS TO ALL EMPLOYEES OF THE CITY OF PADUCAH,
KENTUCKY, WITH THE EXCEPTION OF THE MEMBERS OF THE POLICE AND FIRE
DEPARTMENTS; PROVIDING FOR THE GRANTING OF SICK LEAVES TO ALL EMPLOCEI
OF THE CITY, INCLUDING THE MEMBERS OF THE POLICE AND FIRE DEPARTMEN S;
AND PRESCRIBING THE RULES AND REGULATIONS FOR THE GRANTING OF SUCH
LEAVES OF ABSENCE:
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY
OF PADUCAH, KENTUCKY:
SECTION 1.
VACATION LEAVE. Each employee of the City of Paducah,
regularly employed on a full time basis and appointed by the City
P+tanager, with the exception of a member of the police and fire depa t-
ment who is entitled to leave of absence for a vacation as provided
by Statute, shall be entitled to vacation leave with pay, and one

working day for each month of service shall be placed to the credit
of each such employee up to a maximum of eighteen working days. For
purposes of this section a Saturday.shall be considered one working
day and a month in which a salaried employee is paid for fifteen
days or more and a daily or hourly employee is paid for twelve days
or more shall be considered a month of service. Vacation leave
shall be taken by an employee upon approval of a department head
at a time that will not interfere unreasonably with the operation of
the department.
An employee placed on the payroll after the beginning of a
calendar year may be advanced the number of days vacation leave tha
will be earned during the remainder of the calendar year. An employ-
ee on the payroll at the beginning of a calendar year may be ad-
vanced the number of days of leave necessary to give a total vacation
period of twelve working days at any time in the calendar year. If
an employee is separated from employment before such advance leave
is accrued under this ordinance, the employee shall be required to
reimburse.the c.1ty for the amount of unaccrued leave that was taken
land for this purpose a deduction shall be made from the employee's
final payroll check.
Regular full time employees paid on an hourly basis shall
receive vacation pay at their regular hourly rates for the number o
hours in their regular daily shifts for each day while on vacation
leave.
Upon termination of employment an employee shall be paid for
any unused accrued vacation leave not to exceed eighteen working days.

An employee granted.a leave of absence with pay for any pur-
pose shall continue to accrue vacation leave at the rate prescribed
in this section during such absence.
This section shall not apply to members of the Police Depar -
ment and "'ire Department.
SECT -ION 2.
SICK LEAVE. Each employee of the City of Paducah regularly
✓,�p employed on a full time basis and appointed by the City Manager,in-
cluding each member of the Police and Fire Department, shall be ent tled
to sick leave with pay, and one and one-half (1 1/2) working days for
each month of service shall be placed to the credit of each such em-
ployee up to a maximum of thirty (30) working days. For purposes of
this section a Saturday shall be considered one working day and a mnth
in which a salaried employee is paid for fifteen days or more and a
daily or hourly employee is paid for twelve days or more shall be
considered a month of service. An employee granted a leave of
absence with pay for any purpose shall continue to accrue sick leav
at the rate prescribed in this section during such absence.
An employee eligible for sick leave with pay shall be
granted such leave for the following reasons only: (a) personal
illness or physical incapacity resulting from causes beyond the
employeefs control; (b) the illness of a member of the employees
household that requires the employee's personal care and attendance;
(c) enforced quarantine of the employee in accordance with community
health regulations; or (d) the death of a member of the employeets
immediate family, i.e. the parents, children, husband, wife, brother,
sister, or grandparents of the employee or of the employee's husband
or wife. An employee on sick leave shall inform his department head
of the fact and the reason therefor as soon as possible, and failure
to do so within the first day of absence may, in the discretion of
the City Manager, be cause for denial of sick leave with pay for the
period of absence.
An employee receiving sick leave with pay who simultaneously+
receives any compensation through a sick benefit plan financed in whole
or in part by the city shall receive, for the duration of such com-
pensation, only that portion of his regular salary which will, together
with said compensation, equal his regular salary.
Sick leave with pay in excess of three consecutive working
days for any reason shall be granted only after presentation of a
written statement by a licensed physician certifying that the em-
ployee was unable to perform the duties of his position. Such
statements shall accompany payrolls submitted to the City Treasurer,.

Whenever cirsumstances require, and with the approval of
department head and the City Manager, sick leave may be taken in ad
vance of accrual up to a maximum of fifteen working days; provided
that -any employee separated from city employment who has been grant
sick leave that is unaccrued at the time of such separation shall
reimburse the city for all salary paid in connection with such
unaccrued leave and if possible for this purpose a deduction shall
be made from the employee's final payroll check.
SECTION 3.
When an employee is transferred to another department of
city, any unused vacation leave or sick leave which may have acc
lated to his credit shall continue to be available for his use.
Absence for a fraction or part of a day that is chargable
to sick leave or vacation leave in accordance with the provisions
this ordinance shall be charged proportionally in an amount not
smaller than one-half of a day.
SECTION 4.
MILITARY LEAVE. Any employee of the city regularly employe
on a full time basis and appointed by the City Manager who attends
summer training camp of the National Guard, Officers Reserve Corps,
Enlisted Reserve Corps, or ,Naval Reserve shall be given leave not t
exceed fifteen calendar days in a calendar year in addition to earn
vacation leave. Military leave for such purposes shall not in any
event exceed the number of days actually required for attendance at
the training camp. An employee taking military leave under this
section shall be paid by the city the amount by which his regular
salary or average wage over the last six months exceeds total com-
pensation reveived by reason of attendance at such training camp,
exclusive of travel pay.
SEC TION 5.
LEAVE RECORDS. An individual leave record showing vacation
and sick leave accrued and taken by each employee of the city shall
maintained by the City Treasurer. This record shall be based on in
formation entered on payrolls certified by the head of each depart-
ment in a manner to be prescribed by the City Treasurer.
SECTION 6.
EFFECTIVE DATE. This ordinance shall become effective on

January 1, 1948, and after that date only vacation and sick leave
accrued in accordance with the provisions of this ordinance shall by
taken by any employee, except that Section 1 shall not apply to
members of the Police Department and Fire Department.

SEC TION 7.
ACCRUED VACATION LEAVE ON DECEMBER 31 1947. where it is
a matter of record in any department of the city that an employee 41
has not taken the full vacation leave to which the employee was
entitled during the calendar year 1947 under existinE ordinances of
the city, such unused vacation leave as of December 31, 1947, shall
be placed to the credit of the employee on the record maintained in
accordance with Section 5 hereof.
SEC TION S.
If any section of this ordinance shall be adjudged or held
invalid for any cause, it shall not thereby cause or result in the
voiding or invalidating of any other section of this ordinance. It
is hereby de3lared as the legislative intent that this ordinance wo
have been adopted had such boid or invalid provisions not been in -
:luded herein.
SEC TION 9.
All ordinances or parts of ordinances in conflict herewith
to the extent of such conflict, hereby repealed.
