A RESOLUTION URGING STROTHER E. MELTON, STATE SENATOR,
7NARLES W. BURNLEY AND ROY COPELAND, STATE REPRESENTATIVES FROM
b1CCRACK04 COUNTY, KENTUCKY, TO FAVOR LEGISLATION UNDER 7;111ICH TAX-
PAYERS IN CITIES OF TIIE SECOND CLASS 4YILL NOT BE PERMITTED TO
PAY TAXES AT A DISCOUNT BY PAYING SAID TAXES IN APRIL AND MAY
OF THE TAXABLE YEAR
WHEREAS, certain representatives of other second
class cities have proposed the passage of a bill providing for
the repeal of the statute which permits a discount of 3% if
taxes are paid in April and 2% if paid in May of the taxable
year; and,
7.7HEREAS, according to the records of the City of
Paducah, the total of the discounts on tax bills paid during April
and biay each year amounted to „45,657.24 for the years 1934 to
1943, both inclusive, and by reason of the discount provided
under the statute in effect during said period, the City of Paduca
has not only lost a considerable amount of revenue, but has not
received any benefits on account of the payments made prior to
June lst, the date on which all assessments become due, and
WHEREAS, the statute now in effect was intended to
be of benefit to the small taxpayers, out it is shown by the recor
that the larger corporations and those financially able to pay
taxes on the due date are actually the recipients of such benefits.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE CITY OF PADUCAH, KENTUCKY:
SECTION 1.
That the City of Paducah favor the repeal of
the statute under which cities of the second class are required
to allow a discount of 3% on the amount of taxes when payment
is made in April and 2j' when payment is made in May, and that
Strother E. Melton, State Senator, and Roy Copeland and Charles
IN. Burnley, State Representatives from McCracken County, be
urged to support an amendment under which no discounts will be
allowed when taxes are paid prior tz) June 1st, the date on which
assessments are legally due.
SECTION 2.
This resolution shall be in full force and effect from
and after iLs adoption.
