in connection therewith, mall all to be done under and pursuant to
statute authorizin such improvements, and pursuant thereto
that said improvement of such public way shall be made by the
17or'.cs Progress Administration or other agencies of the ?ederal
or State Government at the exclusive cost of the owners of the rev
estate abutting on said improvement to be apportioned among and
assessed upon the lots or parcels of real estate abutting on such
improvement according to the number of front or abuttin„ feet, and
a tax shall be levied upon said lots and parcels of real estate for
the payment of the cost assessed thereon, which cost shall be the
difference between the total cost of completing said improvement a
the total amount of the contrbbution of sa_d F&deral or State a�en
en�,a;,ed in making said improvements, and •which taxes s:•.all be due
and payable at the office of the City ^reausrer one-nald t`:ereof rr.
the work of construction begins and tho remainder thereo- or one =h
of said cost when one-half of said improvement shall habe been com
pleted, and which time s.'.iall be determined by the Doard of Comm-
issioners of said city with the advice of the City End neer, and n
property shall be exempt from such improvement tax, provided, how-
ever, that any assessment for any such improvement as provided for
herein which exceeds one-half of the value of the lots or parcels
o".read estate upon which the assessment is made shall be void as
to such excess,but the improvements shall be taken into consider-
ation in fixing the value of such real estate, and the Board of
Commissioners shall provide for the payment of any such excess,
if any, out of the general funds.
SECTIOF 2.
This resolution, after its adoption shall be published in
at least one (1) issue of the official newspaper of the city of
Paducah at least seven (7) days before any ordinance ordering
said improvement s'?all have its final passage.
SECTIOIT 3.
This resolution shall be in full force and effect from
and after its ad-ption by the 3oard of Commissioners and upon its
publication as herein provided.
