DEFI:iITIOI•IS AS USED Iii THIS ORDINAi,CE; i (a) A trailer coach is hereby defined to be any vehicle used, or maintained for use as a conveyance upon highways or city streets, so designed and so constructed in such a manner as will permit occupancy thereof as temporary dwelling or sleeping places for one or more persons, or the conduct of any business or profession, occupation or trade, having no other foundation than wheels or jacks. (b) A trailer par', shall mean any site, lot, field, or tract of `round upon which two or more trailer coaches are harbored, and shall include any building structure, tent, vehicle or enclosure used or intended for use as a part of the equipment ofj such a park. (c) The work "unit" shall mean a plot of ground desi.-ned for the accomodation of one trailer coach and towing unit only and shall consist of 800 square feet of unoccupied space. SECTION 2. Permits for Par',.ini- Outside of Trailer Park (a) It shall be unlawful, within the limits of the ! City of Paducah, for any person to park any trailer coach of any kind on any street, alley, hi('hway, or other ;ublic Place in the City of Paducah. (b) No trailer coach shall be. narked, used or occueied� on any tract of ground%-iithin the City of raducah, except as provided in this ordinance. 708 (e) Pdo person shall -park, use or occupy any trailer coach for more than forty-eight hours on the premises of any accuped I dwelling; nor for more than six (6) hours on any lot which is not' II a part of the premises of any occupied duelling, unless a permit I thereof shall have been first obtained, except the parkin; of a i trailer in any district is permitted providing it is parked or I stored in an approved enclosed frarage or accessory building and pro- viding that no living quarters shall be maintained or any business! Application for permit to locate on a vacant lot shall contain the street with the name and approximate distance from the nearest IIintersection, and a statement that all waste water from the i trailer coach shall be emptied into a proper server connected ! i, fixture. (£) The use of trailer coach plumbin,, fixtures are pro- s hi'c,ited unless the fixtures meet the require:ents provided in ! Section 10, subsection b and c. I I SECTION 3. Permit for Trailer Fark (a) It shall be unlawful within the limits of the City of i Paducah for any person or persons to construct a trailer park vrithl out first securing, a permit. i (b) 'To trailer park shall be operated within the City of 11 Padrncah except as provided in this ordinance. fl (c) The permit for a trailer park shall be obtained from the city i'reasurer aL a fee of i,'ive Dollars (.°;5.00) per unit of' lnnc; and (I shall be for a period of one (1) -,ear, io permit shall be ismie,. by - t — 709 the City Treasurer until the application therefor has been approve byby the police department and the I:cCracken County Ilcalth Depart- ment. SEC Tf0i1 4. Ap plica.tion for Pari._ Permit Every trailer park shall be in charge of a responsible attendant at all times. Toilets I The park shall provide flush toilets in conveniently located buildings not more than two Hundred (200) feet from each trailer coach. The buildings shall be sell liChted at all times, ventilated Ilr:ith screened openin.,s, and constructed of moisture -proof material permitting satisfactory cleaning. The floors shall be concrete or similar material, slightly pitches to a floor drain. Toilets shall be enclosed in separate com..artments, and have the minimum width of two (2) feet 8 (B) inches. There shall be provided for each s&x in the ratio of one toilet for every ei„ht (8) units or fraction thereof. Every male toilet room shall have one urinal for each sixtoen (16) units, but in no case shall any male toilet room be without one +1) urinal. i Toilet rooms shall contain 1 lavatory :with hot and cold water and a slop sink shall be provided with hot and cold crater for each i eiCht (6) units, but in every case not less than one (1) lavatory in every toilet room. These accomodations shall be based on the total camp capacity according to the accepted plans, and shall be completed on the basis of a minimum of three (3) persons to each trailer coach, with the i sexes bein',. assumed equal in number. The construction of the shower and laundry buildings sh the same or similar to the construction of the toilet rooms. SECTION, 9. Sewerage and Refuse Disposal (a) All waste from shbwo'rs, toilets, and laundries shall be wasted, which has the approval of the :epartment of Health into the public sewer system; approved private seerer and disposal plants system; or anproved septic tank system. (b) All kitchen sinks, crash basins or lavatories, bath or shower tubs in any trailer coach located in any trailer.park shall empty into an a,,proved receptacle or disposal system. (c) Toilets and walkway fixtures not connected with an approved disposal system shall not be used and it shall be further unlawful for any person to use or nermit the use of such fixtures. es. 11 be ra,�bage Receptacles The park shall provide sup rvision and equipment suffi- cient to prevent littering the ground with rubbish and debris. Fly -tight metal depositories with tight fitting covers shall be conspicuously located and provided for each unit, and in addition one large depository shall be provided for holding garbage or waste until garbage or waste collection days. SECTION 11 i Registration The park shall keep a record of all guests, noting: i (a) Name and address of each occupant; (b) License numbers of all units; (c) State issuing such license. The park shall keep a copy of the registry available for inspection at any time by any authorized person, and shall not destroy such a registry until the expiration of twelve (12) months follor:- ing the date of r egistration. SECTIO?; 12. Removal of .,heels It shall be unlawful, except for repairs, to remove the wheels or otherwise nermanently fix the trailer to the ground. (b) All electrical work shall be in conformity with the electrical code of the City of Paducah. (c) No open fires shall be permitted within said trailer park. j (d) ^very such trailer park shall be equipped with not less than one approved fire extinEuisher for every eight (3) units. I SEC TI Oi; 14. Exceptions i The Chief of Police, with the approval of the L,cCrac:ien County Health Department, may issue a permit for the establishment of a trailer nark without requiring strict compliance with the above provisions of this ordinance if it :hall appear that an undue hard- ship will be incurred unless such permit is granted and provided it is found by the health department that no unsanitary conditionsi will exist as a result of exceptions made in any case. Section -15. Inspection Before any renewal for trailer coach parkin` or trailer parkinZ permit an inspection shall be made by the police depart- ment and the I.:cCracken County Health Department to determine that all the requirements of this ordinance have been complied with. I SEC TI Oi 16. Revocation or Suspension of Permits I The police Department and the McCracken County Health Depart- ment shall have the authority to enter and inspect for health and sanitation purposes any facility licensed hereunder at any reas- onable time. If, upon inspection, it shall be found that the permit holder has violated any provisions of the ordinance, the Chief of Police, upon the recorunendation of the health department shall have the I I Power to revoke or suspend any license and order the trailer coach) par::ing removed or the trailer park closed after notice and properi hearing. NEC TI ON 17. All money received from permits under the provisions of this I ordinance shall be paid to the City Treasurer and placed to the General Revenue Fund of the City of Paducah, and shall be used and expended in defraying- the current and incidental expenses of the City 713 SECT1017 10. Any person found guilty of violating any provision of this ordinance shall be punished by a fine of not less than ten 0;10.00) Dollars and not more than Fifty (';,.50.00) Dollars, and ever day such violation occurs shall constitute a separate offense and be punishable as herein provided. SECTION 19 Should any section, or part of section or any provision of this ordinance be declared by the Courts, for any reason to be invalid, such decision shall not affect the validity of this ordinance as a whole, or any part thereof, other than the particular section or provision of the o-dinance so held or declared to be invalid. SEC TIO:! 20. This ordinance shall be in full force and effect from and after its adoption.
