SECTION 1.
In order to protect life and property in the City of Paducah

from enemy action the ?ciayor is authorized and directed to carry ou
blackouts and air raid protection measures in said city at such
times and for such periods as are ordered by the Army or 'IavT and
promulgate such orders, rules, and regulations as may be necessary
• to insure the success of the blackouts and air raid protection
measures and to protect life and property during; said periods.
Provided that said orders, rules and regulations shall include
traffic movements of emergency or other vehicles, evacuation of
res_dents, con relation of persons on public streets,
in public places, or in buildin-s, but this anumeratic),- ;,':,-all not

The :ayor may appoint for a specified time as many special!
police, without pay, from anion,.- residents of the C'ty of Paducah
as may be deemed advisable for service in connection vith any
blac'cout or air raid protection measure In t'ie daytime. Durin the

authorized herein, are authorized and d rected to enter upon any

ordinance.
SECTION 5.
Any person, firm or corporat_.on violatin any of the
provisions of this ordinance or any order, rule or re;ulation
issued pursuant thereto shall be deemed --v,ilty of a misdemeanor
and upon conviction thereof s'iall ';c penis' -ed b,, a Fine of not

SECTIOU 7.
This ordinance is necessary for the imnsdiate precervation
of the public health, peace, and nafety of the rec_lents of t4e
City of Paducah, in that it is in the furtherance of the public
oelfarc that _=cdiatc cteas be taken to enforce blackouts and
other _ �"lations, and an annrZencf is therefore declared to exist
and this ordinance shall b e in force and effect from and after its
passage by the Council.
SECTION S.
This ordinance shall he in full force and effect from and
