,'WHEREAS, the President of the United States,
by Executive Order si.Lned on Way 20, 1941, created the Office
of Civilian Defense in the Office for Emergency Vanagement; and,
ll7-TE EAS, the Office of Civilian :Defense has requested
the cooperation and assistance of all municipalities in carrying
lout the Civilian Defense pro,ram; and,
rlHEREAS, it is desirable to coordinate all municipal
defense activity in one municipal a ency; !::0:,, T`EREFORE,

SECTIOT 1.
There is hereby created the .runiclpal Defense
Council of the City of Paducah to ne composed of the -Gyor as
Chairman and such other persons, not exceedin; eleven in number,
as the Vayor may appoint from time to time. The "pyor shall
desi7nate one of the members so appointed as Vice Chairman who
shall be the Coordinator for the City of Paducah. Each member
of the Municipal Defense Council shall serve at the pleasure of
the ;.ayor or until the repeal of this ordinance.
SECTION 2.
The _Funicipal Defense Counsil shall have full and
plenary powers to employ such persons as may be necessary to carry
out the functions of the Council. 1hese persons shall be subject,
however, to all regulations now provided b;; law .overninz this
municipality.

SECTION 3.
The 7unici.pal Defense Council shall be charged with the
duty of coordinatin, all defense activities of this City.

(1) Coordinate the activities of municipal and private

(2) Keep in contact with the Mice of Civilian Defense
Ito the end that all requests and su estions from that Office shall)
,receive prompt and efficient response;

(3) Conduct studies re-ardin* defense

defense, and information desired by Federal a_-encies will be
readily available;

linformation for all-overnmental and private agencies cooperatin;

(9) Do r:hatever is necessary and proper to carry out
the intent and ourpose of this ordinance, tendin, to protect
life and property.
SECTION 4.
The Municipal Defense Council may expedite procedure by
or;anizin� itself into subco-nmittees and may subdivide its work and
prescribe such rules and re;ulations as are not in conflict
lwith the provisions of finis ordinance. It shall prescribe the
trainin- re_.ulat.ions. It may Bele-ate the authority of preliminary
;iear;n,s for dismissal of voluntary workers to the headsof'
:^ents.
The Funicipal Defense Council may appoint additional
committees to meet any emer_,,ency that may arise but shall report
same promptly to the Council of the Cites of Paducah„v hi ch shall
have the authority, at its discretion, to order the discontinu,nce
of such committee. Any person appointed to any pDsition created
lrnder this ordinance may be removed by the appoin tin•; au thority
,for any reason deemed by it to be sufficient.

SECTION 5.
This ordinance is hereby dAclared to be an emer^ency
measure and shall take effect immediately upon execution and
publication in the official journal (or at the earliest date
allowed by law).
