By reason of the necessity of apportioning; the public funds by the adoption of an ordinance trerefor before iday lst, 1941 as required by law, and in order to preserve and protect the public welfare, health and safety of the city, an emer^ency is hereby declared to exist, and tIis ordinance shall be in full force and effect from and after 'ts adoption.
