SECTT(,P! 3.
'.7hen said work has been commenced, the board of Commissioners
v:ith the advice of the Cita; '=n-ineer shall cause to be -iven to the
ovmers of said property abu.ttin, upon such :improvement so proposed Co be
Imade, a notice by the publication of an ordinance or res-,luti.on that
said work has commenced, and upon_ tl.�e publication of such resolution

or ordinance the o:vners of such abutting propert•,, shall immediately
pay to the City mreasurer, the amount of one-half of the estimated clost
of such improvement as may be apportioned to said respective lots so
abutting thereupon, and when said work has been half completed said

-oard of Commissioners shall likewise pu`lish a resoluti on or ordinance
--.1v:n„ notice of the half completion thereof, and requirin- the oc:ne,rs
oi' the abutting property thereon to pay into the City Creasury the
other one-half of said cost of said improvement so to be assessed !

This ordinance shall be introduced at a regular meeting of

the hoard of Commissioners, and remain on file for not less than one

(1) cr ek for public inspection in its completed form in which it shall
be out upon its final passa;e, and upon its adoption it shall be in
I
full force and effect ten (10) days thereafter.
