AN ORDINANCE ASSESSING TFIE ABUTTING PROPERTY ON BOTH SIDES

OF MONROE STREET FROM THE WEST PROPERTY LINE OF 13TH STREET TO THE
EAST PROPERTY LINE OF 17TH STREET, EXCLUDING INTERSECTIONS AT 16th
STREET IN THE CITY OF PADUCAH, b9CCRACKEN COUNTY, KENTUCKY, FOR THE
PORTION OF THE COST OF CONSTRUCTION OF SAID STREET AND IMPROVEr.IENT
THEREOF, BY THE PLACING THEREIN AND THEREON OF A CONCRETE SURFACE
TOGETHER WITH ALL NECESSARY PANHOLES, INTIK ES, CATCH BASINS AND
SLIVER AND DRAIN PIPES AND ALL NECESSARY ENGINEERING, ADVERTISING
AND LEGAL AND CLERICAL SERVICES IN CONNECTION THEREWITH UNDER THE

PROVISIONS OF AN ACT OF THE GENERAL ASSEIvMLY OF THE COTeIT.I0PI6'JEALTH

OF KENTUCKY ADOPTED AT ITS REGULAR SESSION IN 1938, PROVIDING FOR I
THE IMPROVEMENT OF PUBLIC WAYS IN CITIES OF THE SECOND CLASS BY
AID OF THE WORK PROJECTS ADMIIIISTRATION OR OTHER AGENCIES OF THE
'FEDERAL OR STATE GOVERNMENT, AND AT THE EXCLUSIVE COST OF THE
OWNERS OF REAL ESTATE ABUTTING ON SUCH IMPROVEMENT ACCORDING TO THE'
NU14BER OF FRONT OR ABUTTING FEET, AND PROVIDING THAT A TAX SHALL

BE LEVIED UPON SAID LOTS OR PARCELS OF REAL,ESTATE FOR THE PAYMENT
OF THE COST ASSESSED THEREON, WHICH COST SHALL BE THE DIFFERENCE
BETWEEN THE TOTAL COST OF COMPLETING SAID IW PROVEMENT AND THE TOTAL'
AMOUNT OF THE CONTRIBUTION OF THE l^JORK PROJECTS ADMINISTRATION OR
(OTHER AGENCIES OF THE FEDERAL OR STATE GOVERNMENT ENGAGED IN MAKING'
SAID IMPROVEMENTS, AND WHICH TAXES SHALL BE DUE AND PAYABLE AT THE
OFFICE OF THE CITY TREASURER IN THE CI`T'Y HALL IN PADUCAH; AND ALL
THE WORK HAVING BEEN COMPLETED AND THE ESTIMIATED COST ASCERTAINED,

AND IT BEING DETERMINED FROM SAID ESTIMATES AFTER DEDUCTING THE

AMOUNT TO BE CONTRIBUTED BY THE WORK PROJECTS ADMINISTRATION OF THE;
UNITED STATES THAT THE AMOUNT REQUIRED TO BE CONTRIBUTED BY THE
ABUTTING PROPERTY OWNERS ON MONROE STREET FROM THE WEST PROPERTY

LINE OF 13TH STREET TO THE EAST PROPERTY LINE OF 17TH STREET,
EXCLUDING INTERSECTION AT 16TH STREET IS 02.15 PER ABUTTING FOOT;
AND,
WHEREAS, the Board of Commissioners has heretofore adopted
an ordinance providing for the construction and reconstruction of
said driveway under the terms of said Act aforesaid, and pursuant
to its provisions; and,
WHEREAS, work on said improvement has been half completed
and hereby declared by the Board of commissioners to have been
half completed on and before this date, and the estimated cost I

thereof is now due to be paid to the City Treasurer, and the
first half thereof having been assessed at the time of commence-
ment of said work and the last half is due to be assessed when
the work is half completed, NOW, THEREFORE,
BE IT ORDAINED BY THE BOARD OF COM14ISSIONERS OF THE CITY

OF PADUCAH, KENTUCKY:
SECTION 1.
That all of the property on both sides of Uonroe Street
from the West property line of 13th Street to the East property
line of 17th Street, excluding interse&tion at 16Th Street in the
City of Paducah, B4cCracken County, Kentucky, as shomn by estimates
on file in the Engineer's office in the City Hall in the City of
Paducah, Kentucky,te and the same is hereby assessed for the cost
of construction of said paved street with all necessary manholes,
intakes, catch basins, sewer and drain pipes and all necessary
engineering, advertising and legal and clerical services in
connection 'therewith, the portion of said cost of improvement
required to be paid by said property owners shall be the following
amount per front foot, to -wit:
Total cost against the property owners on Monroe Street from the
West property line of 13th Street to the East property line of 17th
Street, excluding intersection at 16th street is t�2.15 per abutting
foot; that all of said estimates are on file in the office of the
Engineering Department in the City Hall, and are referred to and
made a part hereof.
SEC TIOIT 2.
That one-half of said assessments as against each lot as
shown by said assessment and estimate of said engineer was due
at the commencement of said work and has heretofore been assessed,
and the Board of Commissioners having by this ordinance determined
that said work has been half completed and the last half of said
assessment is now due to be paid, said last half shall be paid
within 10 days after thea doption of this ordinance and unless
so paid there shall be added thereto a penalty of 61, and
a lien is declared to exist upon said lots and parcels of real
estate for the proportionate cost of said improvements as assessed'
as herein provided in addition to the assessment for the first
half of the cost thereof as hereinbefore made; and the amount
of said assessment shall bear interest upon any part thereof that
remains unpaid for 10 days after the same is due to be paid as
herein provided at the rate of 6% per annum in addition to the
penalty aforesaid, which lien shall be superior to all other
liens except the liens for State, County and City taxes.
SECTION 3.
The publication of this ordinance shall be notice to all
persons interested and due to pay said assessment, of the time and
place to pay the same. Said assessment will be paid within ten
(10) days from the publication of this ordinance.

SECTION 4.
' I This ordinance shall be in full force and effect from
and after its adoption.
