V'JECREAS, pursuant to the provisions of an ordinance
adopted by the board of Commissioners on ;.:arch 12th, 1946, the
City of laducah entered into an a reemer.t with the Federal
Public Housing Authority for the construction of temporary dwell-
ing accommodations consisting of sixty-five (65) family dwelling
units for the housinl- of veterans and their families upon sites
owned by the Uity of Paducah at 23rd and Ohio Street: and at 11th
and Flournoy Streets in said city, an executed copy of �ihich agree-
ment :as received and filed by the Board of Commissioners on May
14th, 1946; and
,71-EREAS, the construction of said temporary housing
units will soon be completed and ready for occupancy; and,
WHEREF.3, it is provided in ':he aforesaid agreement
with the F.P.H.A.that within thirty (30) days after the Project
Development Program has been approved but in no event less than
ten (10) days before the estimated date the first dwelling
accommodation will be ready for occupancy, the City of Paducah
will prepare a Project P,'.anagement Plan in accordance with the
terms of its agreement with the F.P.H.A:
NOW, THEREFORE, LE IT ORDAINED by Ti,'E BOARD OF
COIdhISSIONERS OF T"FE CITY Or PADUCAII:
SECTION 1.
That the City of Paducah 1unicipal Housing Commission
be, and it is hereby authorized to prepare for the approval of the
Board of Commissioners a Project Management Plan consisting of
standards for the selection of tenants, rental schedule, standards
for the adjustment of rents, and an estimate of the average annual
income and expense with supporting schedules attached thereto,
said Project is;anagement rlan to be prepared and submitted to the
Board of Commissioners for its consideration as provided for
under the provisions of an agreement entered into Letween the City
of Paducah and the F.P.H.A. dated Y:arch 13th, 1946, which agree-
ment is hereby incorporated in and as a part of this ordinance by
reference and is to become a part hereof to the extent as if full;,
copied herein.

f SECTDN 2.
Upon the approval by the Board of Commissioners of
the Project management Plan prepared by the City of Faducah
Nunicipal•Housing Commission, that said City and Commission
enter into an agreement in form and substance as follows:
"This agreement, made and entered into this
the day of October, 1946, by and between
the City of Paducah (hereinafter called the "City"),
and the City of Paducah Municipal Housing Commission
(hereinafter called the Commission);
INITNESSETH:
That theCity hereby appoints the Commission to act
as its agent for the performance of all of the duties
imposed upon said City under the provisions of an agree-
ment entered into with the Federal Public Housing
Authority on 1, -.arch 13th, 1946, and for an in consider-
stion of the charges which the Commission shall be
entitled to receive under the Project Management Plan
approved by the City of Faducah for the management of
sixty-five (65) family dwelling units for the housing
of veterans and their families upon sites owned by the
City at 23rd and Ohio Streets and at 11th and Flournoy
Streets, the Commission does hereby agree:
(1) That all of the provisions contained in the afore-
said agreement between the City and the F.P.H.A., as well
as the provisions of the aforesaid Project Management Plan
will be faithfully complied with.
(2) That no change, modification, alteration or amend-
ment will be made in the aforesaid Project Management Plan
without the written approval of the Board of Commissioners.
(3) That the Commission will file with the City Manager
on or before the fifteenth day of each month a financial
report in itemized form showing all receipts and disburse-
ments during the preceding calendar month and will also file
whenever called upon to do so such additional financial
statements as may be required; and,
(4) That this agreement may be terminated by either the
City or the Commission upon thirty days written notice.
