THE BUILDING INSPECTOR, HIS COMIPENSATION, FO.VERS AND DUTIES; PROVI ING
A SEPARABILITY CLAUSE AND REPEALING ALL ORDIN1aM3 IN CONFLICT
THERE17ITH; AND FIXING THE PENALTY FOR VIOLATION THEREOF
BE IT ORDAINED BY THE EOARD OF CONN I3SIONERS OF' THE CITY
OF PADUCA.H, KENTUCKY:
SECTION 1.
That the=IuildinS Code recommended by the National Board
of Fire Underwriters. the 1943 Edition thereof, or as said Buildih
Code may be hereafter amended or revised, adopted and published
subject to the exceptions hereinafter noted, is hereby adopted, an
the provisions thereof are hereby carried into force and effect as
fully and to the same extent as if cited and copied in detail in
this ordinance, and a copy of said Building Code is hereby filed with
and as a part hereof, and is to be treated as a part of this ordinance
to the same extent as if fully copied herein. Provided, however, that
Section 101 of said Building Code shall be void except as to sub-
sections 6, 8 and 9 thereof, and provided further that the bond re-
quired in sub -section 3 of section 103 shall be filed with the Ciz�
Clerk.
SECTION 2.
In order to further effectively put into operation said
Building Code mentioned and described in Section 1 hereof, the
Standards of Safety as adopted and approved and published in 1946
by the Director, Division of Insurance of the Commonwealth of Kentucky
in accordance with Chapter 227, Section 227,030 (2) KMS 1944 Revised
or as said Standards of Safety may be hereafter amended or revised,
are hereby adopted as a part of the cuilding Code and the standards
of Safety of the City of Paducah, and a copy of said Standards of
Safety of 1946 is attached hereto and made a part hereof, and is tc be
treated as a part of this ordinance to the same extent as if fully
copied herein.
SECTION 3.
The Buildings Inspector shall, upon his approval of plans

and specifications for buildings and structures in accordance with
provisions of the Building Code, the Standards of Safety, and all 1
and ordinances relating to the some subject matter, issue a permit
to the applicant therefor Pon the pa;rment to the City of Paducah o
fees as follows:
(1) For each building permit covering the oriCinal con-
struction of any building or structure to cost less than •1,000.00,
the fee shall be ',2.00; to cost ,;1,000.00 the fee shall be {,3.00,
and 15� for eac" additional x100.00, or fraction thereof up to
X3,000.00, and to cost :;,3,000.00 the fee Shall be G.00 and J.00
for each additional ;1,000.00 or fraction thereof.
(2) For each permit to cover alterations and repairs,
no charge will be made if the amount expended is less than :000.00,
but for the expenditure of 4300.00 for such purpose the fee shall b
''2.00, plus 20¢ for each additional ,100.00 expended, or fraction
thereof.

SECTION 4.
Ir shall be unlawful for any person, firm, company or
association to erect or begin the erection of any building, or to w eck
raze or remove any building within the City of Paducah, or to begin
such work. without first obtaining a permit from the Luilding Inspec"or.
SEC TION 5.
The Building Inspector shall issue permits for the wrecking,
razing or moving; of buildings or other structures when the applican
tverefor has complied with the provisions of the building Code, the
Standards of Safety, and all laws and ordinances relating to the same
subject matter, and has paid to the City of Paducah the following fees:
For the wrecking, rasing or moving of buildings or other
structures, the fee shall be w2.50 for buildings under three (3)
stories in height, and for buildings three (3) or more stories in
height the fee shall be ;;5.00, but no fee shall be charged for any
permit for the wrecking or razing of any building or structure
condemned by the Building Inspector.
SEC TION 6.
It shall be the duty of the Luilding Inspector to collect
the fees for permits issued by him and to promptly remit to the City
Treasurer the amounts collected by him, and the amount of said fees
shall be paid into and become a part of the general fund.

of the City of Paducah relating to the same subject matter/ He shall
Abe generally informed on the quality and strength of building materials,

�on the prevailing methods of building construction, on good practicE to
fire prevention, and on the accepted requirements for safe exit facilities.
He shall be in good health, physically capable of making the necessary
examinations and inspections of buildings in course of construction.
He shall not have any interest whatever, directly or indirectly, in the
sale or manufacture of any material, process or device entering int
or used in or in connection with building construction.
SECTION 8.
The wilding Inspector shall devote his entire time to the
duties of his position. He shall receive applications for building
and wrecking permits required by this ordinance, issue permits and
furnish the prescribed certificates. He shall examine premises for
which permits have been issued and make all inspections necessary t
see that the provisions of law are complied with and that construction
is prosecuted safely.
SECTION 9.
G`2� J 69 The building Inspector shall be charged with the duty of
enforcing the provisions of this ordinance, the L-.uilding Code and the
6P -e � Standards of jafety herein referred to, as well as the provisions of
vv all laws and ordinances relating to the erection, construction, al-
teration, addition to, repair of, inspection, wrecking, razing, moving
and safety of buildings, structures, signs, elevators, boilers, firgl
escapes and other protective devices, and shall pass upon all quest Ions
relating to the strength and durability of buildings, structures and
materials, and shall examine and approve all plans and specifications
therefor before a permit shall be issued.
Whenever the wilding Inspector has reasonable cause to
believe that any person, firm, company or association has violated any
provision of this ordinance or of the Building Code or Standards of
Safety referred to herein, or of any law or ordinance relating to t e
construction or wrecking of any building or any structure, it shall be
the duty of the building Inspector to cause a warrant to be issued
against such person, firm, company or association, and it shall be his
duty to render all possible assistance in the prosecution of said c arges.
SECTION 10.
The Building Inspector shall receive a salary of 1475.00 per
month for his services and it shall be paid to him at the same time the
salaries of other employees are paid. He shall execute and deliver
to the City of Paducah a bond in the form and in the -eneral terms
of other official bonds of the city, in the sum of j1000.00 conditioned

ing of all funds coming into his hands.
SECTION 11.
There is hereby appropriated the sum of ;;525.00 for payment
of the salary of the Luilding Inspector for the period from October
1946 to January 1st, 1947, the amount of said appropriation to be
charged to the Contingent Fund.
SECTION 12.
1st,
Any person, firm, company, corporation or association
violating any of the provisions of this ordinance or failing io com ly
with the provisions of the—uilding Code or the Standards of Safety
mentioned and described in Sections 1 and 2 hereof, shall be fined
not less than Ten (;;10.00) Dollars, nor more than One Hundred (;x100.00)
Dollars for each violation hereof, and each time or each day this
ordinance or the requirements and provisions hereof are violated shall
constitute a separate offense.
SECTION 13.
This ordinance is supplemental to all other ordinances in
effect in the City of Paducah, but to the extent of any conflict
between it and any other ordinance, such other ordinance or ordinances
are to the extent of such conflict hereby repealed.
SECTION 14.
If any section of this ordinance shall be adjudged or held
invalid for any cause, it shall not thereby cause or result in the
voiding or invalidating of any other section of this ordinance. It
is hereby declared as the legislative intent that this ordinance would
have been adopted had such void or invalid provisions not been
included therein.
SEC TION 15.
This ordinance shall be in full force and effect on and
after nctober 1st, 1946.
