A RESOLUTION REQUESTING SENATOR ALBEN W. BARKLE Y AND
REPRESENTATIVE NOBLE GREGORY TO INITIATE AND URGE THE PASSAGE
OF LEGISLATION TO PLACE UPON THE UNITED STATES ENGINEERS, OR
OTHER GOVERNMENTAL AGENCY, THE ENTIRE RESPONSIBILITY FOR MAIN-
TENANCE OF FLOODWALLS CONSTRUCTED BY CITIES ALONG THE OHIO RIVER
WHEREAS, pumping stations are now being installed and
the sea-wall or flood protection wall in the City of Paducah,
Kentucky, will be completed -on or about October 1st, 1946; and,
1i7HEREAS, the agreement under which said flood -wall was
constructed by the United States Engineers will require the city
to incur considerable maintenance expense after said flood -wall
has been completed; and,
WHEREAS, the City of Paducah and other cities on the
Ohio River having flood -walls do not have and cannot provide the
personnel and facilities necessary for the maintenance of flood -
walls and pumping stations, and especially divers and other
trained personnel whose services will be required when floods
occur.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF
COMMISSIONERS OF THE CITY OF PADUCAH:
That the Hon. Alben 17. Barkley, United States Senator
from Kentucky, and the Hon. Noble Gregory, Representative from
this District. be requested to initiate and cause to be passed
appropriate legislation to place upon the United States Engineers,
or other governmental agency having the facilities therefor, the
entire responsibility for the maintenance of flood -walls construct
by cities along the Ohio River, and that they take whatever action
they may deem necessary in order to relieve the cities of the
obligations which they are not financially or otherwise able to
fulfill.
