?HEREAS, as a result of the riotous assamblage of persons
involved in the recent strike of the Amalgamated Street, Railway
and I:otor Coach Employees of Fmerica, the disorderly conduct of
and the continuous fiChting between the strikers and those employee
not p: rticipating in said atri'co, there e.xidted on February 1st,
194.6, -In the city of raducah a state of lawlessness which immediate
endanSered the lives of citizens and threatened the peace and good
order of the community; and,
ih?I,REAS, by reason of the inability of the reSular
members Of the police department to enforce the law and to suppress
thedisturbances arisinZ out of said strike, an emergency existed
and H. G. I+'.cElwee, the City tm nager, with the permission of the
Eayor and the members of the Loard of Commissioners, employed
eight (8) 4uards or special police to assist in preventing and
quelling said disturbances, but his employment of said guards
was not formally approved at a meeting of said board.

That the City of Paducah approve, ratify and confirm
the action of u, J. I&cElwee, the former City Yanager, by his
appointment on iebruary 1st, 1946 of Albert S. 1-Vilbourne,
George W. Cornwell, -illiam C. I.Iorefield, Ovie Pitts, Robert
K. 3:artin, Lewis E. 11allace, George :3. Meadows, -earl Steinkamp,
11r., and Cava B. Harper as Luards or special policemen to
assist the members of the police force in maintgining order
an% arresting persons Euilty of violating the law during the
f
recent strike of the members of the union _mown as the Amal;amated
Street, Rail^gay and I.ptor Coach Employees against the Dixie
Creyhound Linos, and that the City also approve the payment
of the salaries of zaid employees in tire total stun or ,518.00
f'or their' sarivices from ebruary 1st, 1046 to the 15th day
of ebruar;/, 194C. the a::,ount of said aalarlee to be charged
,p the appropriation made to the Police Department upon the
o0nni,icn of the apportionment ordinance for tho year 1946.
