AN ORDINANCE APPROVING THE CONTRACT BETMEEN THE CITY OF' PAD CAH,
KENTUCKY, AND THE UNITED STATES, ACTING BY THE COEidI.iSIONER 0`r' THE

AND ON BEHALF OF THE CITY OF PADUCAH
BE IT ORDAIIvMD BY THE BOARD OF COM.IISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1.
That the City of Paducah approve the form of contract submi ted
to it by the Federal Public rousing Authority, Form No. 1461 as
revised January 15th, 1946, a copy of which is filed herewith and
is to have the same force and effect as if fully copied herein, to
provide temporary housing for veterans and their families pursuant
to Title V of the Lanham Act (Public Law 849) 76th Congress, as
amended, particularly b.1 the amendment embodied in Public Law 292,
79th Congress, and the i'ayor and City Clerk are hereby authorized
to enter into and execute, for and on behalf of the City of Paduca ,
a contract with the United States which shall contain, among other,
the following provisions: -
111.02. Underta'rinf-, by Local Body. (i:'.eaning the City of Paducah)
(a) General. The local body, as a condition precedent to
the uerformance of FPHA's obligations hereunder, shall
select and provide a site or sites deemed suitable by
FPI1A for the purpose of carrying out FPHA's undertaking
pursuant to Section 1.01 hereof. The local body shall
satisfy the FPHA that it has obtained a sufficient
title or ri^ht of possession thereto for the purposes
of this contract. Such site or sites shall be improve
with, or the local body shall undertake to,provide or
cause to be provided, the following improvements:
(1) Necessary and adequate access streets or roads to
such site or sites, and such off-street parking
areas as are deemed necessary;
(2) Adequate streets, together with sidewalks along
such streets, within the boundaries of such site
or sites;
(3) Extension of all necessary utilities (including
sanitary and storm sewers, water, electricity,
and/or _,as) to the site or sites, and installa-
tion of mains and conduits for such utilities in
or along the streets within the boundaries of the
site or sites; and,
(4) All necessary grading except that provided by FPH
pursuant to Section 1.01 (d) hereof.
"The local body shall undertake to provide any furniture or
equipment (not provided by FPIIA in accordance with its under-
takin' pursuant to the provisions of Section 1.01) deemed neces-
sary or desirable by the local body for the management and oper-
ation of the project.
(b) Technical Services. The local body shall furnish tett
nical services and plans and drawings as folloves:
(1) A topographical survey.
(2) Detailed site or plot layout plans showing, the
location of buildings and all utility connections
to be made with utility systems f:rnished by the
local body.

(3) Engineering services in connection with stakinZ
and laying out of building locations, utility
lines, and other similar services necessary to
complete the project.
(4) Grading plans around buildings.
(5) "As built" drawings upon the completion of the
project.
"Subject to limitations of available personnel, FPHA will
make available technical advise and assistance at tLe request of
the local body to augment the technical services provided by the
local body.
(c) Right of Entry and Use of Site b FPHA. The local body
hereby grants to FPHA, its agents, representatives, and
contractors, full right, power and authority to enter
upon the aforesaid site or sites, together with all
necessary rights-of-way thereon and rights of ingress
to and egress from the site or sites provided by the
local body for the purposes hereof, and rrants to FPHA
all necessary right and authority to perform thereon
without interference, all such acts and things as may
be necessary to the performance of this contract. The
local body shall hold FPHA, its agents, representatives
or contractors, harmless from any injunction.or action
for damage not caused by the fault or negligence of
FPHA, its agents, representatives, or contractors and
from its or their use of the site or sites provided by
the local body for the purpose of carrying -out the
undertaking of FPHA pursuant to this contract. The
local body shall issue or cause to be issued, without
cost to FPHA or to its contractors or the project,
all necessary permits and licenses to enable the FPHA
or its contractors, to perform its undertaking on the
site or sites provided by the local body.
"All of such undertakings by the local body shall be
provided without cost or expense to FPHA."
SECTION 2.
This ordinance shall be ih full force and effect from and
after its adoption.
