ShCTION 1.
There is hereby cceated a board to be styled the
"Commissioners of ':rater "orks" comoosed of three members
a�oointed by the °•ayor. the members appointed after the
adoption of t'nis ordinance to succeed those nor. servin shall be
appointed for one (l) , tr:o (2) , and three (3) years respectively,
and thereafter one member shall �e appointed each year for a term
of three (3) years and until ?-iii• successor _s appointed and ouali
fied. Said Comml�:--iOners of ..ater,.,orks shalleach respectively
receive'f'hree Hundred (1.33D.00) yollars per year as compensation
for his services, payable out of the income of said water r:orks
which may be assined to operatin expenses, the same to be paid in
eo,,a.l monthly install:rents. The Commissioners of !!.aterworks shall
each execute a bond in the sum of rive T'hou-sand ('5000.:)0) jollars
for the faithful performance of his duties, the premium on such
bond to be paid as other aperatin expenses of said —aterworks.
nvo members of the board shall constttute a cuorum for the
transaction of business.
SECTI01? 2.
Said Commissioners of •ater sim ks shall control
and mana;;e the water •,rorl:s and crater system of tl:e city subject
to the limitations and requirer:;ents of this ordinance and of the
laws of the State of Kentucky. they shall have full poser and
authority to appoint and remove all em.ployces of said water crork
and to fix and allow the compensation for such employes. Said
Commissioners of ••aterwoeks shall have the r1 --ht and are hereby
riven power and authority to do any and all acts necessary or
proper in the administration of said water works, except that in
the lower'.n3 or raising of rates for servl ce said Commissioners
of Iraterworks shall make their recommendations to the -card of
Commissl.oners of said city, or other le3islative body of said Ci y,
and such rates so recommended shall not become effective until
sane have been ratified by the leZislative authority of said mit
aid Commissioners of •.ater-aorks shall cause all of the income
and revenues of said .co ter v:orks to be se re ;n ted into the prone
funds provided in an ordinance adopted simultaneously witi the

adoption of this ordinance and providin,; for the issuance of bond
known as":ater :7orks Revenue Bonds for the purpose of purchasing
and acquiring said water ;corks in the City of Paducah; and shall
make and deliver to the La;;or monthly reports in detail of all
e::.-)enditures and of all collections,and of the amount a -)portioned
to each fund aforesaid, and they shall have oo•ser and authority
to select depositories and to require such de,ositories to
execute bonds to secure the City and said Commissioners of .,ater
works and the holders of any bonds issued for the purpose of
purchasing said water works a-ainst any loss or damage on
account of loss, defalcation or misapplication of said funds.
All of the :Funds collected and received in the operation of said
waterworks s' all be deposited in said separate ftinds as herein
provided, and as provided in said ordinance orovidin for said
water works bonds aforesaid.
5ECTlOU 3.
The accounts of said water r:or'.;s and the records
of said Commissioners of '. aterworks shall be audited and insoectei
once each month by the Auditor of the Cit,; of Paducah and a
report thereof made to the 1"ayor, and all of the acc=ounts , record,
end transactions of said Commissioners of '.;aterworks, and all of
the records and accounts in connection wit'^ the operation of said
watervrorks shall be audited by a certified public accountant
once each year aid a peoort thereof filed with the t:ayor of said
City. '1*ne e;coense of making said annual audit shall be charged
to the Operation and ;.:aintenance Account of said water works.
SEC TION 4.
Said Commissioners of ^;aterworks shall have
power and authority to do any and all acts necessary and proper it
the management and operation of said water r:orks, and to purchase
all supplies and cause all .-ork necessary in connection therewith
to be done and paid out of the funds available for that purpose;
they shall select all employes that may be necessary, includin-. a
secretary or treasurer, .;ho shall be the employe charted with
receivin.] and accounting for the funds and revenues of said water
works. Said secretary or treasurer shall not be a member of said
commission, but he`5,hall be required to execute a bond in the sum
of Nenty T'nousand (;'.20,000.00) collars to secure the faithful
accounting of all funds entrusted to him, which bond shall be
continued in force and effect, and the premium thereon to be said
as other operating expenses and upon the cancellation or
termination of any such bond the accounts of said secretary

or treasurer shall be cicsed and an accounting rade L%iereof.
Payments of all accounts for r'ive (:^.5,00) Lollars or more
shall be by check, and all checks shall be dravm upon the proper
account and si7ned by said secretary or treasurer.
SECTIO -9 5.
All ordinances and .carts of ordinances in conflict here:iit
are to the ext--nt of such conflict hereby repealed.
SECTIOii 6.
This ordinance shall be in full force and effect from and
after its adoption.
