A RESOLUTION URGING THE. FLOOD CONTROL COhR.SITTEE TO
TAIM, APPROPRIATE ACTION TO OBTAIN FROM THE VIAR PRODUCTION BOARD
THE PRIORITIES NECE33ARY FOR THE PURCHASE OF MATERIALS TO IM1JED- 41
IATELY COMPLETE THE FLOOD IJAt.L FOR THE PROTECTION OF THE CITY
OF PADUCAH, ITS CITIZENS AND PROPERTIES
WHEREAS, on accouht of the great disaster which occurrdd
in 1937 by reason of the flood caused by the overflow of the Ohio
River and its tributaries into and over the City of Paducah resulti
in a great loss of property and throwing thousands of citizens out
of employment, the inhabitants of the City of Faducah immediately
initiated a project to prevent the reoccurrence of such disaster
by applying to the United Jtates "overnment for financial assistant
in the construction of a sea-wall or flood nrotection '."all along
the river front adjacent Lo and above and below said city; and,
WHEREAS, on november 2nd, 1937, a bond issue in the sum
of :;¢200,000.00 was authorized by the vote of the citizens of Paduc
for the purpose of acquiring the rights of gray for the constructic
of a sea-wall or flood protection wall; and,
WHEREAS, there was appropriated by the United States
Government a sufficient sum for the actual construction of said
project, the rights of way being acquired at the expense of the
City; and,
I71HEREAS, the officials of the United States Engineers
Office have reported that said sea-wall or flood protection wall h
been completed %lith the exception of the installation of the
pumps and of rates at the closures in the floodwall; and,
F:!I"iEREAS, in March of this year the rising of said rivers
partially inundated the City of Paducah and its inhabitants were
again threatened by another flood such as occurred in the year
1937; and,
WHEREAS, with no more to be done than the installation
of pumps and the construction of gates at the closures in the
floodwall, the pity of Paducah could be fully protected against
such disasters; and,
WHEREAS, many persons employed in defense plants located
in this area are residents of the City of Faducah; and,
ITTEREAS, it is believed that the protection of the City
of Paducah against loss by flood would be a worthwhile contribution
to the war effort for the reason that if the city should be com-
pletely inundated as it was in 1937, the operation of the defense
plants would be seriously affected and the residents of the city
could make little or no contribution whatever to the war effort;

SECTIOii 1.

to the Wer Production board and to other duly authorized ,overnment
officials for approval of priorities for the immediate purchase of
pumps and the materials required for the construction of gates
in the closures of said floodwall, and that all necessary and
appropriate action be taken by them to secure the release of
materials for the completion of said floodwall in order that the
inhabitants of the City of Paducah may ae assured of full and
complete protection a,ainst loss by flood.
SECTION 2.
This Resolution shall be in full force and effect .from
and after its adoption.
