Section 1.
That the driveway on I:'adison Street from the East property line
of 3rd utreet to the East property line of 4th .3treet and from the
'.Test property line of 9th Street to the East property line of 16th
' Street, excludinn intersection at 13th Ctreet in theCity of Paducah

Kentucky be constructed and reconstructed of a concrete or such
,other unproved pavan^ material as may be approved by the Board
of Commissioners of the City of vaducah with all necessary
ilmanholes, inta=ces, catch basins, seter and drain Wipes and a'1

necessary en.r-ineerin�, advertisinr_, and legal and clerical services
in connection therew.-th, and all to be done under and pursuant to
statute authorizing such improvements, and pursuant thereto
that said improvement of such public way shall be made by the
'7orks Progress Administration or other agencies of the ederal
or :,tate Government at the exclusive cost ofthe owners of the real
estate abuttin;- on said improvement to be apportioned anion` and
assessed upon the lots or parcels of real estate abutting on such
improvement according to the ntunber of front or abutting feet, and
a tax shall be levied upon said lots and parcels of real estate for the
,ayment of the costs assessed thereon which cost shall be the diffe once
etween the total cost of completing said improvement and the total
a.^ount of the contribution of said Federal or ,tate agencies en`.a`ed in
i,iaka which said improvements and hich tax shall be due and payable at I
the
office oi' the City Treasurer, one-half thereof when the work of
construction begins and the remainder thereof or one-half of
said cost e:lien one-half of sa`_d imorovement shall have been completd,
and which time shall be determined by the Loard of Commissioners of
said city with the advice of the City 1:h�rineer, and no property shall
be exempt from such imorovement tax, provided, ho,_ever that any
assessment for any such improvements as provided for herein which
exceeds one-half of the value of the lots or parcels of real estate
upon which the assessment is made shall be void as to such excess,
cut the improvements shall be taken into consideration in fixing
the value of such real estate, and the Board of Commissioners scall
provide for the pFyment of any such excess, if any, out of the
general funds.
SECTION 2.
This resolution, after its adoption shall be published
in at least one (1) issue of the official newspaper of the city
of Paducah at least seven (70 days before any ordinance ordering
said improvement shall have its final passage.
SECTION 3.
This resolution shall be in full force and effect from
and after its adoption by the Board of Commissioners and upon its
:publication as herein provided.
