AN ORDNANCE PROVIDING FOR THE ESTABLISH:.1E1dT OF A
MUNICIPAL COLLEGE IN THE CITY OF PADUCAH TO BE KNOWN AS THE
"PADUCAH JUNIOR COLLEGE" AND PROVIDING FOR CO:ITROL OF SAID
COLLEGE BY THE CITY OF P10DUCAH, AND THE YIETHOD OF SUPPORTING AND
MAINTAINING THE SAIM.
BE IT ORDAINED BY THE BOARD OF CO:M1IS:ION.RS OF THE
CITY OF PADUCAH, KENTUCKY; -
SECTION 1
That there be and is hereby established in the City of
Paducah, pursuant to authority of an A ct of the General Assembly
of the Commonwealth of Kentucky entitled "An Act to authorize
cities of the second-class to establish and maintain colleges by
levying a tax for school purposes in support thereof", which was
adopted at its session 19342 and has since become a law. P_
municipal college writh'_n the meaning of said law, to be known as
"Paducah Junior College"; that said college shall be supported in
I part by funds raised and provided by taxation, as provided in said
Act aforesaid, within the limits therein provided; and by tuition
and fees and other charges and income to be provided through the
operation of said college.
SECTION 2
Said college shall annually before the budget for the
city of Paducah is made up and completed and the tax levy made
for said year, submit to the Board of Commissioners of the City of
Paducah a tentative budget ol all anticipated income of every
kind from every source, together with a tentative estimate of all
a expenditures of every kind and description to be made by said
j college, and also a schedule or list of all teaching and official
staff of said college., with a statement as to the cost of main-
taining or pay of said staff.
SECTION 3

Said college having been origina3ly prganized as a
corporation, under the Laws of Kentucky, with a provision for the
appointment of a Board of Trustees of not less than nine (9)
nor more than fifteen (15), and it appearing that there are at
present six (6) trustees in office, and tt:ree (3) vacancies re-
sulting from expiration of t-:rms of trustees appointed under said

Articles of Incorporation, said Board of Trustees shall hereafter
and until changed by ordinance, consist of a board of nine (9)
members, and the :payor of Paducah an ex officio member thereof;
and all trustees shall serve during good behavior and until their
successors are selected; all trust.es shall be appointed by the
yor and the Board'of Commissioners or other le.gislative body of

I: this City, and the charter of said corporation (Paducah Junior
College) shall be so amended.
Said Board of Trustees so constituted shall exercise
complete control and management of said college, as provided in
the Articles of Incoruoration of said college, subject, however,
4o the provisions o; law and subject to the provisions of this
lordinance, and subject to the om:zinances as shall be hereafter

ladopted by the Bard of Commissioners.
IIAn annual audit shall be made of all the affairs of
said college by an auditor to be selected by the Board of Com-
Imission rs of the City of Paducah. No trustee shall have any
compensation for serving as such.
The City of Paducah shall annually cause to be levied,
l(within the limits provided by law and appropriated for that purpose;
a tax to be used for the support and maintenance of said college

and supplementary to its other income, as herein provided. But
:said city shall in no event assume to pay any of the obligations
of said college, and shall in no event be bound or obligated to any
(person by reason thereof beyond the amount of appropriation or tax

Ito be provided, as contemplated in this ordinance, and then only
(for the purposes herein contemplated. The tax first to be providedi
Ili'or aid and assistance in.maintaining said college shall be added
to the taxes for school purposes of the City of Paducah for 1936,
ljand be entered into and made a part of the budget bf the City for
1�said year; and a like or similar procedure as to making up the
budget and levy for the aid and support of said municipal college
for succeeding years shall likewise be made, unless otherwise
provided by ordinance.
SECTION a_
This ordinance shall be in full force and effect
from and after its adoption.
