THE OPERATION OF MOTOR VEHICLES USED -IN CARRYING PERSONS FOR
HIRE.
BE IT ORDAINED BY THE BOARD OF COIVISSIONERS OF THE
CITY OF PADUCAH, KENTUCKY:

No motor propelled vehicle, as contemplated in this
ordinance, shall be allowed to operate on the streets, avenues
or thoroughfares of said city of Paducah until the owner or
operator thereof has obtained the license and permit provided
In this ordinance. Any person, firm, company or corporation
desiring to operate a motor propelled vehicle for the purpose
of carrying persons for hire within said city shall first make
written application to the city treasurer stating substantially
the name, residence and place of business of the person, firm
or corporation so applying and furnishing therewith the age
and name or names of the person or persons who will drive or
operate said motor vehicles and furnish also a description of
said motor vehicles so to be operated giving the make, ownership,
seating capacity and State license. No such motor propelled
vehicle shall be so used for carrying persons for hire until
after the same has been duly licensed for such purpose by the
State of Kentucky and no driver or operator of the same shall
be permitted to operate or drive the same in the city of Paducah
until he has procured a driver's license from the State of
Kentucky which license shall at all times be available for
inspection by any Police Officer of the City of Paducah and no
person shall be permitted to so operate or drive such motor
propelled vehicles for the carriage of persons for hire who
has bei?n convicted of a felony or has twice been conficted of
violations of the traffic laws and regulations in the city
of Paducah and not pardoned by the Board of Commissioners.
SECTION 2.
Upon the violation of any of the provisions of this
ordinance by the owner or operator of any motor propelled
vehicle, used for carrying persons for hire,,the judgment of
the Police Court may for the first violation provide for a
revocation or suspension of the license or right to so operate

said motor propelled vehicle, and upon the second conviction of
any such oimer or operator of such motor propelled vehicle
the judgment of conviction shall be followed. by an order of said
Police Court revoking and cancelling such licen.:e or permit, and

said owner or operator shall not thereafter, be permitted to use
or operate any motor propelled vehicle for carrying persons
fir hire within said city of Paducah.
SECTION 3.
All motor vehicles used for carrying persons for hire
must, at all times, be properly equipped with doors which shall
be closed before the vehicle is started and --be kept closed
while the vehicle is in operation. No person or passenger on
any such vehicle shall be allowed or permitted to ride on the
steps, fenders, runninZ board or any other part of the outside
of said vehicles. And it shall not be lawful to operate any
such vehicle containing broken glass or cracked windshield
or windows.
SECTION 4.
Every motor propelled vehicle used for carrying
persons for hire under the provisions of this ordinance shall

pay an annual license tax to the City of Paducah of Seven
Dollars and Fifty ($7.50) cents per seat capacity exclusive of
the driver's seat which tax shall be payable on or before the
first day of each year and upon failure to pay such license
tax within thirty days, after the same becomes due, there shall
be added thereto a penalty of ten per cent (10%) and the owner
or operator of such vehicle shall be subject to the further
penalties provided in `Yiis ordinance. Provided, however, that
for the year 1934 the penalty for failure to pay said license
tax shall not go into effect or be enforcible until the first
day of March 1934. Upon the payment of such license fee there
shall be issued by the Treasurer of the City of Paducah a
receipt erhich shall be continuously preserved and held available
for exhibition to any police officer of the city upon request.
SEC^1ION 5.
This ordinance shall apply toa_ll ovmers, operators or

drivers of motor propelled vehicles, used for carrying persons
for hire, who shall colicit patronage on the public streets or

other points where persons may be congregated or assembled; but
shall not apply to vehicles used for the purpose of carrying
persons for hire which operate u)on fixed schedules as to routes

and times for trips on streets designated by them and indicated
in every instance by the written or printed sign exhibited on
the front end of each of said cars so used on said schedules.
And vehicles used on such schedules shall not be permitted to
operate off of said schedules except by the payment of license

fees as provided in the foregoing section. All vehicles,
as provided in the foregoing section, which operate upon fixed
schedules as to time and routes with cars or vehicles labeled
as herein provided shall pay a license tax of Five Dollars
($5.00) per seat capacity for all such vehicles exclusive of
driverTs seat. The provisions of this ordinance shall not
apply to motor propelled vehicles which do not cruise and whose
owners, operators or drivers do not solicit patronage while on
public streets.
SECTION 6.
Any person, firm, company or corporation violating
the provisions of this ordinance shall be punished by a fine
to be assessed in the Police Court of not less than Five
Dollars ($5.00) nor more than One Hundred.Dollars ($100.00)
or confinement in the City Jail not less than one nor more than
thirty days or both such fines and imprisonment at the discretion
of the Court or Jury trying the case, and such persons to
convicted shall also be subject to the other penalties prescribed
in this ordinance.
SECTION 7.
This ordinance shall be in full force and effect from
and after its adoption.
