CATCH BASINS, DRAIN TILE AND SEWER PIPE, AND ALL NECESSARY
ENGINEERING, ADVERTISING AND LEGAL AND CLERICAL SERVICE IN
CONNECTION THEREWITH AS FOLLOWS:

AND PROVIDING THAT THE COST OF SUCH CONSTRUCTION, INTEREST, EXTRA
WORK, ARID ALL NECESSARY ENGINEERING, ADVERTISING FND LEGAL AND
CLERICAL SERVICE IN CONNECTION THEREWITH BE CHARGEABLE TO AIM
ASSESSED AGAINST THE PROPFRTY RECEIVING TIE BENEFIT OF SAME AND
ABUTTING UPON SAID IMPROVEMENT, AS SHOWN BY THE ENGINEERIS ESTIMATES
ON FILE IN THE OPrICE OF THE COMMISSIONER OF PUBLIC 'WORKS-, AND
PROVIDING THAT SAID ASSESSMENT MAY BE PAID IN -TEN EQUAL INSTALLMENTS
BEING ONE EACH YEAR FOR A PERIOD OF TEN YEARS, AND PROVIDING
FURTHER THAT SO MUCH OF THE CO.T OF SAID IMPROVEMENT AS SHALL BE
APPORTIONED TO THE -COURT HOUSE.PROPERTY OF McCRACKEN COUNTY,
KENTUCKY SHALL BE PAID OUT OF AN APPROPRIATION MADE FOR SUCH
PURPOSE BY THE FISCAL COURT OF MCCRACKEN COUNTY ON THE 1ST DAY OF
JULY, 1930.
WHEREAS, the Board of Commissioners of the City of
Paducah, Kentucky hes heretofore on the 11th day of August, 1930,
adopted an ordinance entitled, "AN ORDINANCE PROVIDING FOR THE
CONSTRUCTION AND RECONSTPUCTION OF THE DRIVEWAY ON SOUTH SEVENTH
STRFFT, FROM THE NORTH PROPERTY LINE OF i°lASHINGTON STRFFT TO THE
SOUTH PR,OPF-RTY LINE OF CLARK STRFFT, IN THE CITY OF PADUCAH,
MCCRACKEN COUNTY, KENTUCKY, VLITH ALL NECESSARY MANHOLES, INTAKES,
CATCH BASINS, SEINER AND DRAIN PIPE, AND ALL NECESSARY ENGINEERING,
ADVERTISING AND LFGAL AND CLERICAL'. SERVICE IN CONNECTION THEREWITH
AT THE COST OF THE ABUTTING PROPERTY O''!NP;RS, AND PROVIDING THAT
SAME MAY BE CONSTRUCTED UPON THE TEN YEAR PAYMENT PLAN, AND
PROVIDING TP:AT SO MUCH OF THE COST OF SAID IMPROVEMENT AS SHALL BE
APPORTIONED TO THE COURT HOUSE PROPERTY OF MCCRACKPN COUNTY,
KENTUCKY SHALL BE PF.ID OUT OF AN APPROPrIATION MADE FOR SUCH
PURPOSE BY THE FISCAL COURT OF McCRACKEN COUNTY ON THE 1ST DAY OF
JULY, 1930," and

101HEREAS, in ao.cordance with said ordinance it is provided
that the cost of construction of said paved street, together with all
necessary manholes, intakes, catch basins, drain tile and sewer pipe,
and all necessary engineering, advertising and legal and clerical
service in connection therewith and all other work done thereunder be
paid for by the abutting property owners on both sides thereof, except
that portion to be paid by the City of Paducah as required by law, and
WHEREAS, pursuant to said ordinance, a contract was entered
into on the day of ,1930, between Southern roads
Company, Contractors, and the City of Paducah, Kentucky for the
construction thereof, and
WFEREAS, said contract has in all respects been completed and
the work therr.under finished and accepted by the Board of Commissioners
of the City of Paducah on the 23rd day of October, 1930 pursuant to
notice duly 31ven and inspection of said work and the recommendation of
acceptance made therefor by the Commissioner of Public 3orks of the
City of Paducah, Kentucky, and pursuant to a motion made by said
Commissioner, which motion was duly adopted by the Board of Commissioners,
N071, THEREFORE,
'BE IT ORDAINED BY THE BOARD OF CO!RiIS: IONERS OF THE
CITY OF PADUCAH, KENTUCKY:
SECTION 1.
That alk of the property on both sides of Seventh Street,
from the north property line of Washington street to the south property
line of Clark street, in the City of Paducah, McCracken County, Kentucky,
as shown by the engineerls estimates, be, and the same is hereby assessed
for the cost of construction of paved street, with all necessary manholes
intakes, catch basins, drain tile and sewer pipe, and all necessary
engineering, advertising and legal and clerical service in connection
therewith. All of said work has been done under the ordinance and j
contract aforesaid and said assessment is as follows, to-w+it
Cost of paving, excavation
and Headers ................$4.813438221 per abutting; foot
Cost of engineering and
inspection .................w0.049795739 per dollar construction cost
Cost of interest ........... pO.003054138 per dollar construction cost
As showra,.by the engineer's estimates on fi e,in the office of the
Qommissioner of Public Works, which estimates are adopted and made
part hereof.
SECTION 2.
That all of the funds derived from the assessment of said
property aforesaid shall be used for the purpose of paying off the tax
bills issued against said property, or such bonds as may be issued by
the City of Paducah pursuant to Section 3101 of the Kentucky Statutes.

SECTION 3.
That pursuant to Section 3101 of the Kentucky
Statutes, as amended and re-enacted and nova in force, said assess-
ments may be, at the option of the property ovmers, payable in
cash within thirty days from the date of the passing of this
ordinance, or in ten annual installments, pursuant to the provisions
of said statutes, and provided that so much of the cost of said
improvement as shall be apportioned to tha Court House property
of i3cCracken County, Kentucky shall be paid out of an appropriation
made for such purpose by the Fiscal Court of McCracken County on
the 1st day of July, 1930.
SECTION 4.
In order to provide a hind for the immediate payment
of the cost of that portion of the special assessments herein
provided for, and which may be paid on the 'ten year installment
plan as hereinbefore provided for, the City of Paducah may issue
and sell improvement bonds, and to secure the payment of which
bonds there is hereby pledged such taxes and liens upon the
property assessed herein for the payment of the principal and
interest on such bonds, but said bonds shall not be sold for less
than par, and the proceeds thereof applied exclusively to payment
for the improvement of said street as hereinbefore mentioned, and
such bonds, if issued, shall bear interest acid shall be payable
in accordance with the provisions of Section 3101 of the Kentucky
Statutes, as amended and re-enacted by the General Assembly of the
Commonwealth of Kentucky and no%-: in force and effect.
SECTION 5.
This ordinance shall take effect and be in force
from and after its passage;
