SRCTION 4. In order to provide a fund for the immediate payment of he cost of.that portion of the special assessments herein provided for, Inc "!rich may be paid on the ten year installment plan ss hereinbefore provided for, the City of raducnh may issue and sell imnrovement bond and to secure the -payment of wrich bonds there is hereby nledgec, such taxes and liens upon the nroAerty assessed herein for the payment of the principal and interest on such bonds, but said bonds scall not be sold for less than par, and the proceeds thereof apnlied exclusively to payment for tre improvement of snid street as hereinbefore mentioned, and s,:ch bonds, if issued, shall bear interest and shall be payable i accordance with the provisions of Section 3101 of the Kentucky Statutes, as amended and re-enacted by the General Assembly of the Commonwealth of "entucky and now in force and effect.
