AN ORDINANCE PROVIDING FOR THF CONSTRUCTION OF SIDEWALK
AND DRIVEL?AYS ON THE NORTH SIDE Or JEFFERSON STREET, FROM A POINT
APPROXIMATELY 200 FEET IIEST OF THE WEST PROPFRTY LINE OF TWENTY-FIFTH
STREET TO THF FAFT CURB LINE OF TPlFNTY-SFVFNTH STRTFT, IN THF CITY OF
PADUCAH, McCRACKEN COUNTY, KENTUCKY, WITH ALL NFCTSSARY MANHOLES, INTAKES,
CATCH BASINS, SE FR AND DRA IN PIPE, AND ALL NECESSARY ENGINRFRING,
ADVERTISING AND LEGAL AND CLFPICAL RF.RVICF TN CONiTECTI0TT THFRP7!ITH AT THE
COST OF THF ABUTTING PPOPFRTY OTNFRS AND PPOVIDING THAT SAME PAY BE
CONSTRUCTFD UPON THE TEN YEAR PAYMENT PLAN.
BF IT ORDAINED BY THE BOARD OF C0MMISSION"RS OF
THE CITY OF PADUCAH, KENTUCKY:
SECTION 1.
That the north side of Jefferson street, from a point
approximately 200 feet west of the west nroperty line of Twenty-fifth
street to the east curb line of Twenty-seventh street, in the City of
Paducah, Kentucky, be, and the same is hereby ordered to be improved
by the construction thereon of concrete sidewalk and driveways, with
all necessary manholes, intakes, catch basins, sewer and drain pipe,
and all necessary engineering, advertising and legal and clerical service
in connection therewith, upon bids made thereof, and all to be done
in strict accordance with the clans, specifications, widths, grades,
profiles and drawings in he office of the Commissioner of Public '„orks
and prepared by him for such purposes; all of which are hereby adopted
as a part of this ordinance as fully as if embraced herein or attached
hereto and made part hereof and marked "A" for more specific identificat-
ion.
SECTION 2.
That said work shall be constructed under the direction
and supervision of the Commissioner of Public U'orks, and shall be comment
at a time designated by contract for the performance of said work, and
completed on or before eight months after the passage and recording of
this ordinance.
SECTION 3.
That all the cost incident to said construction of said
sidewalk and driveways, as proviaed in section 1 hereof, shall be paid
for wholly by the property owners and property abutting or fronting
thereon on the north side of said street and to be apnortioned to and
assessed against the prop rty owners ^nd property abtitting upon the north
aide or said street according to the number of feet or abutting feet ,
:hereon, except that the City of Paducah shall pay such portion of cost
>f construction as required by law. Provided that said improvement
hall be made unon the ten year nayment plan, as provided in sections

3101 and 3102 of the Kentucky Statutes.
SECTION 4.
The contractor awarded the work herein provided for shall
be paid only from the funds arising from the special tax bills and
assessments against the property abutting the improvement herein
provided for, and in no other way, except that the said contractor
may be paid out of such bonds issued in accordance with the law of
the City of Paducah and charter cities of the second class of the
State of Kentucky, and for the payment of which, said tax bills
and assessments may be pledged by the said City of Paducah; and
in no event shall the said City of Paducah be liable to the
contractor for the construction of any of the work herein provided
for, except the said Cite of Paducah shall be liable to the said
contractor for the excess of fifty (50%) per cent of the value of
any property assessed for the construction of the work herein
provided for.
SECTION 5.
The contractor awarded the contract for the work herein
provided for shall be paid monthly by Improvement FJarrants issued
by the City of Paducah upon estimates furnished by the Commissioner
of Public,',Vorks, to the extent of sixty-five (65%) per cent of the
value of the work done or materials furnished by the contractor
during the progress of the work, and said Improvement `'arrants shall
bear six (6%) per cent interest from date of issual and shall be
issued by the Commissioner of Public Finance upon order of the
Board of Commissioners. Snid Improvement Warrants shall be
negotiable and shall constitute a lien upon the local taxes to be
hereafter levied for such improvement, and shall be payable at the
office of the Commissioner of Public Finance, without notice to the
holder thereof, upon completion and acceptance of the work herein
provided for, out of the first collection of such local taxes, or
out of the proceeds of the sale of any Improvement Bonds issued
in anticipation of such local taxes. The interest on such
Improvement 1'Yarrants shall be estimated and assessed as a part of
the cost of the improvement herein provided for.
SECTION 6.
The Mayor is hereby authorized an' directec
written contracts and bonds with the successful bis
construction of said improvement as required by law

SECTION 7.
Bids shall be received for the construction of said sidewalk
and driveways out of concrete according to the plans and specifications
made and provided therefor by the Commissioner of Public 'V7orks and
reported to the Board of Commissioners at the next regular or call
meeting; and the contract therefor a,narded to the lowest ^nd best bidder,
except that the right is expressly reserved to reject any and all bids
within the discretion of the Board of Commissioners.
SECTION 8.
This ordinance shall take of -Feet and be in force ten days
after its passage.
